Study On The Implementation Of Reconstruction Policy Of Old Community In Tanghu District,Shuangliu District,Chengdu

Currently,many old residential buildings in China have experienced a trend of "storage".After the application and promotion of the "micro update" transformation method,many people have praised it.It is a method of partial and gradual transformation of the main structure of the building without changing it.The central government and local governments have made a series of favorable policies around the renovation of old residential areas to ensure the steady progress of the renovation of old residential areas.However,the transformation of old residential areas is highly complex and involves many stakeholders,among which the issue of policy implementation is the most prominent,which will affect the transformation results.The survey found that due to the large scope of renovation,complex environment,multiple renovation subjects,and wide interests involved in the implementation of policies,the implementation and implementation effects of renovation policies for old residential areas vary.Some of the renovation of old residential areas have been relatively successful,and there are also cases of renovation failures.Therefore,this article focuses on the implementation of policies for the renovation of old residential areas in Tanghu Community,which is the main urban area of Shuangliu District in Chengdu and has the largest proportion of old residential areas.From the perspective of public policy implementation,based on the policy adaptation model,the research is conducted using relevant theories and methods such as policy implementation theory.Along with the concepts of old residential areas and the implementation of old residential area renovation,combined with the implementation content,methods,and effects of the Tanghu community’s old residential area renovation policy,this thesis analyzes and studies the problems and reasons that arise in the implementation of the policy from four aspects: the executive subject,the policy affected,the implementation environment,and interactive adjustment,and proposes corresponding countermeasures and suggestions to improve the problem.The research adopts normative research and empirical research methods,mainly literature research,to collect and sort out the current research status of relevant topics at home and abroad in recent years,to lay a solid theoretical foundation for thesis writing.At the same time,based on multiple cases of actual renovation of Tanghu Community in Shuangliu District from 2021 to 2022,interviews,surveys,and discussions were conducted to collect various data on the implementation status of policies for the renovation of old residential areas.During the survey,500 questionnaires were distributed and the main principals of functional departments,communities,and property management units involved were interviewed.Combining theory with practice,it was analyzed and summarized that in the renovation of an old residential area in Tanghu Community,four major issues were particularly prominent: the lack of comprehensive ability and professional literacy of the executive body,the low participation of the affected people in the renovation,the inadequate creation of a collaborative environment,and the lack of an adaptive feedback mechanism between the renovation body and the beneficiary group.This thesis analyzes the reasons and proposes optimization paths from the perspective of policy executors,affected people,environment,and adaptation to improve the success rate of transformation implementation.Further,it provides inspiration for promoting the renovation of old urban residential areas,with a view to providing reference for the construction of the same type of districts,counties,communities,and residential spaces.
