| At present,top-level system design has increasingly become one of the important ways to break through the bottleneck of reform.In policy implementation,governments at all levels from top to bottom are faced with the problem of how to implement policies from strategy formulation to program implementation,and further to the problem of policy implementation performance.There are multiple performance losses in policy implementation,which restrict the policy implementation efficiency of local governments at all levels.Therefore,the interaction between the top-level design of the central government and the decentralization and autonomy of local governments at all levels has become a key factor to ensure the effectiveness of policy implementation.From the perspective of performance loss,this study researches the policy implementation process of local governments and the generation mechanism of policy implementation performance based on the theoretical relationship among policy elasticity,implementation capacity and central local interactive efficiency in policy implementation.First,the theoretical mechanism is discussed.Starting from the combination relationship between policy elasticity and implementation capacity,four basic policy implementation modes,dominant mode,control mode,loose mode and disorderly mode are obtained.On this basis,the interactive efficiency is added to obtain the core dimensions that affect the generation of performance loss from a dynamic perspective.Secondly,a case study is carried out.From the static perspective,summarize the mode dilemma in the promotion of targeted poverty alleviation cases and their performance loss;From a dynamic perspective,the implementation of the targeted poverty alleviation policy is divided into two stages: policy implementation and implementation interaction,and the performance loss difference of the targeted poverty alleviation policy in the two stages is analyzed.Finally,the empirical analysis is carried out.Analyze the policy implementation performance of local governments from the time and space dimensions,estimate the panel fixed effect by using the China Provincial Panel Data from 2001 to 2020,and explore the differences in policy implementation performance of local governments in different policy periods and different geographical distributions.From the two stages of policy implementation and implementation interaction,this paper puts forward the optimization path of local government policy implementation performance loss. |
