With the advancement of the urbanization process in our country,the demand for urban regeneration is increasingly prominent.Urban regeneration,as the key to improving the quality of human settlements and promoting high-quality urban development,has long gone beyond the simple concept level to become a specific action required to be implemented at the national level.It frequently appears in the central policy documents,and its importance and urgency are very prominent.Grassroots governance is the "last mile" to promote the construction of national governance system and governance capacity.It needs to be constantly improved to meet the requirements of The Times and the needs of society.This requires grassroots governments to continuously improve the level of flexible governance and refined service standards,so as to make cities more livable,inclusive and humane.Based on the internal,external and spatio-temporal situations of the administrative system faced by the grass-roots government,this paper closely focuses on three core questions: first,why is the flexible coordination mechanism of the grass-roots government needed? Second,what is the flexible coordination mechanism of grassroots governments? Third,what is the role of the flexible coordination mechanism of grassroots governments? Then,with the help of resource dependence theory and flexible governance,an analysis framework of the grass-roots government flexible coordination mechanism is constructed,and the flexible coordination mechanism is analyzed from the aspects of situational motivation,construction dimension and operational logic.After that,a case study of the grass-roots government’s flexible coordination in Tianfu Cultural Park of Chengdu is presented in detail,and a case study is carried out based on the flexible coordination mechanism.According to the degree of organization of coordination objects and the characteristics of governance resources,the property rights in the case are divided into three coordination scenarios,and the action logic of grassroots governments in each type of coordination scenario is analyzed in detail,and a vivid coordination picture is presented.The concrete performance is as follows:coordination scenario I: formal governance resources "main pull",informal governance resources "boost";Coordination scenario II: Informal governance resources "main pull",formal governance resources "boost";Coordination scenario III: Formal governance resources and informal governance resources "together".Finally,on the basis of summarizing the practical experience of the flexible coordination mechanism of grassroots governments,this paper draws enlightenment from the realistic value,operation requirements and operation logic of the flexible coordination mechanism,and reflects on the flexible coordination mechanism from six aspects.It is found that the flexible coordination mechanism of grassroots government is formed based on the historical tradition of flexible coordination,the practical needs of grassroots government and the effectiveness of flexible coordination.Specifically,in different coordination governance situations,grassroots government can guide the flexible coordination means to accurately identify the key or scarce governance resources matching the coordination objects.In addition,formal and informal governance resources are flexibly used to meet the demands of diverse,nonstandardized and differentiated coordination objects,so as to make coordination objects actively cooperate with or even promote the implementation of public policies,and finally achieve a set of theoretical practice methods for the goal of good governance.To this end,we need: in-depth analysis of coordination objects,accurate identification of problem card points;Actively explore and manage resources to lock in key scarce resources;Flexibly match governance resources and accurately unlock coordination objects. |
