In response to the changes of the social structure, the CCP began to explore the innovation of the grass-roots organization. A new organization---Party Members Service Centre (PMS Centre, for short) has established in shanghai. From 2001 to 2004, shanghai has built a complete PMS Centre network which has covered the whole city, and extended to the Commercial buildings, residential areas and administrative villages, has constructed a complete PMS Centre network organization.The establishment of the PMS Centre has adapted the innovation of local governance mechanisms. This paper selected the Shanghai Yangpu District, Yinhang Community PMS Centre as an example to do case study. The study will take the core theory in the governance theory---- the network governance framework to do analysis. The PMS Centre built in the framework of network organization and use the coordination mechanisms and resource integration mechanisms as operation mechanism. In the perspective of local governance, the PMS Centre System has formed the basic network governance model; this new type of organization has changed the traditional hierarchy fragmentation, and transforms the traditional CCP organization from close to open.As the PMS Centre has been fragmented in the background of hierarchy organization and the strong control history of the CCP , the PMS Centre has strong rely on the traditional party organization in the organization, resource, authority respects. The reason is mainly related to our traditional fragmented system, the strong organization of the CCP, as well as the undeveloped civil society.
