| People's Congress System is the fundamental political system of China. Based on the principle that all rights belong to the people, the country's power organs are constituted by the representatives voted from the General Election. And it is a kind of organizational form of regime which follows the principle of democratic centralism to realize that people are the masters. Electoral system, whose degree of democracy and integrity is an important indicator of measuring the political democratization of a country. As an important component of China's People's Congress system, National People's Congress election system play an important role in the process of China's socialist democracy. Since the establishment of National People's Congress election system, the general trend has been evolutive and progressive, however, with development of economy, gradual deepening of the reformation both of the political system and the economic system, and the people's growing consciousness of democracy, a growing number of issues become obvious, which also need further improving to adapt to the requirements of the political, economic and cultural development, so as to promote the process of democracy and legal system in our country. Having traced revisions and development of Election Law in different historical periods since the foundation of our country, based on the protection of citizens equality before the law and the true meaning of the realization of elections, this thesis enumerates some issues existing in the electoral system. From the perspective of comparative law, the thesis introduces a number of tashes of the parliamentary elections and practices of western countries, as might be of some inspiration to the improvement of China's National People's Congress elections. The thesis hope that the Electoral system could assimilate the experience and lessons of the west, combining China's national conditions, to improve the issues existing in the electoral system. |
