After the reform and opening up,China’s out-of-school training institutions have developed rapidly,bringing convenient educational services,but also increasing the burden of remedial education for families and the burden of learning for students,and the problem of increasing burden day by day has received the attention of the government and society,and "reducing the burden" has become a common and popular topic in recent years.In July 2021,the General Office of the CPC Central Committee and the General Office of the State Council issued the Opinions on Further Reducing the Burden of Students ’Homework and Off-campus Training in Compulsory Education Stage(hereinafter referred to as "Double Reduction Policy"),which standardized on-campus and off-campus training.So what is the effect of the "Double Reduction Policy" policy on the governance of off-campus tutoring institutions? What factors influence the effectiveness of governance? This is the main research question of thesis.Thesis selects the Main City of Chengdu City as the investigation site,adopts the research methods of questionnaire survey,interview and observation,takes the staff of off-campus tutoring institutions and the parents of primary and secondary school students in Chengdu as the investigation objects,takes the governance effect of the "Double Reduction Policy" policy and a series of its derivative policies in Chengdu as the investigation content,carries out three-level coding on the interview data,and carries out summary analysis on the questionnaire content.Thesis analyzes the effectiveness and shortcomings of "Double Reduction Policy" in Chengdu,as well as the reasons for these shortcomings.Finally,on the basis of the analysis of the reasons,the corresponding solutions are put forward.In the effect description,based on the target acquisition model,the governance effect of the "Double Reduction Policy" in the aspects of organization classification management,class time control,teacher situation,etc.is analyzed.For example,under the background of "Double Reduction Policy",the classified management of out-ofschool tutoring institutions in Chengdu City covered nearly 100%,but there were still cases where the institution certification was inconsistent with the actual operation;The training content of out-of-school tutoring institutions has been improved,but there are still some cases where the registered contents of some institutions are inconsistent with the actual training contents;The class time of out-of-school tutoring institutions is becoming more and more standardized,but some institutions still use winter and summer vacations and weekends for discipline training;The teachers of out-of-school tutoring institutions have been greatly improved,but there are still some teachers who do not have corresponding qualifications;Advertising and fees have been rectified,but there are still irregularities in fees and bills.Generally speaking,after the "Double Reduction Policy",the governance of Chengdu City out-of-school tutoring institutions has achieved certain results,but there are still many problems and deficiencies.Based on Smith’s policy implementation process model,thesis analyzes the reasons for the deficiencies in the off-campus training governance link of "Double Reduction Policy" policy in Chengdu from four aspects: the policy itself,the policy implementation agency,the policy implementation target group and the policy implementation environment.First,the policy itself is inconsistent with parents’ education concept,and parents’ rights and interests are ignored.Second,the implementation of the government’s supervision is not in place,the implementation of the policy needs to be professional,screening and judgment is difficult;Third,the number of tutoring institutions is large,the management concept of tutoring institutions is misplaced,and the government’s publicity to parents is not in place;Fourth,economic and social environment affect the implementation of policies to some extent.At the end of thesis,according to the results of the investigation and analysis,the author puts forward corresponding countermeasures and suggestions,including improving governance policies,improving governance efficiency,increasing publicity and education,and building a benign social environment.
