In order to solidly promote the construction of the "Three-wide" education system in colleges and universities and concentrate on completing the main tasks of teaching and scientific research,it has become a trend for colleges and universities to entrust their non-core business logistics services to professional institutions.In the context of the era of logistics reform in colleges and universities,logistics service outsourcing is an important form of logistics socialization reform.Logistics service outsourcing effectively reduces the school’s operating costs and improves the school’s logistics service efficiency.Improving logistics service outsourcing can further improve the quality of logistics services in colleges and universities and reduce the burden of schools other than teaching and scientific research,which is of great significance.However,Some problems have arisen in the outsourcing of logistics services,These problems will restrict the further improvement of the quality of logistics services and will affect the guarantee role of logistics in colleges and universities on the stable operation of teaching and scientific research.This paper sorts out the literature related to public service outsourcing and university logistics outsourcing of scholars,and understands the current relevant research results at home and abroad.Taking Gansu University of T as a sample,this paper sorts out the situation of logistics service outsourcing,expounds the concepts of logistics service for universities,public service outsourcing and logistics service outsourcing for universities,explains principal-agent theory and public goods theory,summarizes the current situation of logistics service outsourcing for the university through field research and interviews,and distributes questionnaires to teachers and students,and analyzes it.The study found that the school had improved the quality of logistics services through logistics service outsourcing,and the school could focus more on core businesses such as teaching and research,but some problems have also arisen.The main problems include: the existence of unqualified outsourced service providers,the contradiction between the public welfare of universities and the profitability of outsourcing,and the lack of supervision after outsourcing.The main reasons for the problems include: the imperfect competition mechanism of the logistics service outsourcing market of universities,the contradiction among the concepts of social enterprises and universities,and the imperfect supervision system of logistics service outsourcing.In terms of optimizing the logistics service outsourcing countermeasures of Gansu University of T,the author proposes measures such as expanding the outsourcing industry market,improving the bidding qualification review system,establishing a logistics outsourcing mechanism that takes into account the marketability and public welfare,and improving the logistics service outsourcing supervision system.Through the research on the problems and countermeasures of logistics service outsourcing of Gansu University of T,it is hoped that the system of logistics outsourcing of Gansu University of T can be improved and provide some references for universities with similar problems of logistics service outsourcing of Gansu University of T.
