Research On The Outsourcing Of Logistical Services For Agencies

The outsourcing of government's logistics service has profoundly affected the reform of government offices administration and promoted the modernization of China's system and capacity for governance.Chinese governments' institutions and mechanisms became smoother,after the reform of the administrative organization and public institution in 2018 and 2020.There are 31 provincial Government Offices Administrations in China,27 of them are administrative organizations.The reform of government offices administration will promote the separation of management and operation,and the separation of administration and affairs.It will accelerate the transformation of business-oriented public institutions and promote the in-depth development of government's logistics service outsourcing.The rapidly development in China's tertiary industry has contributed that less-developed areas has the conditions to reform the outsourcing of government's logistics service.Due to the differences of the market economy foundation,less-developed areas cannot learn from advanced experiences directly.Government Offices Administration of X province locates in less-developed area and has tried to reform the outsourcing of government's logistics service.The attempt has exposed some problems and risks.This paper will combine the advanced experiences of Shanghai and Jiangxi to discuss the promotion of outsourcing ability of government's logistics service in less-developed areas by analyzing situation of X province government offices administration.Based on the Chinese experiences in outsourcing of government's logistics service,this paper will make full use of the attempt of X province government offices administration.Questionnaire results,the conclusions of literature review research,field research reports will be used in this paper.The main problems in the government's logistics service outsourcing include rising costs,hidden risks,and the phenomenon of reverse contracting-out.The main causes of the above problems are the insufficient market competition,the backward regulatory model,and incomplete evaluation system for the outsourcing of government's logistics service.Advises will be proposed which are improving the contract management capabilities of the outsourcing of government's logistics service,improving the evaluation system continuously,and establishing a risk sharing prevention mechanism.
