The Study Of The Problems And Solutions Of Guangzhou SASAC In Promoting SOEs’ Participation In Rural Industry Revitalization

State-owned enterprises(SOEs)are indispensable participants in China’s rural revitalization drive and play an important role in the revitalization of rural industries.The SOEs of Guangzhou undertake the main task of rural revitalization within Guangdong Province and shoulder the important responsibility of collaboration and paired assistance between the eastern and the western regions of the country,thus being regarded as the backbone forces of Guangzhou in implementing collaboration and paired assistance obligation.As the supervision and administration department of municipal SOEs,Guangzhou State-owned Assets Supervision and Administration Commission(Guangzhou SASAC)plays an important role in guiding,coordinating and managing SOEs’ participation in poverty alleviation and rural revitalization drive.As China has achieved a comprehensive victory against poverty and has been deepening its rural revitalization drive,rural industry revitalization projects featuring instant effectiveness are no longer adapt to the work requirements in the new era.How to promote Guangzhou’s SOEs to effectively participate in the rural industry revitalization and form high quality rural industry revitalization modes is still a problem facing Guangzhou SASAC.The author of the thesis takes Guangzhou SASAC as its research object,researching on the problems and solutions arising from Guangzhou SASAC’s promotion of SOEs to participate in rural industry revitalization based on Meta-governance theory.The author summarizes the major approaches and achievements Guangzhou SASAC has made in this regard by interviewing such relevant personnel as department directors of Guangzhou SASAC,cadres from SOEs and staff assigned to support towns based on collecting and analyzing related materials.The author analyzes prominent problems that existing in the process from four dimensions,namely propaganda and guidance,rule formulation,coordination and communication as well as evaluation and supervision.The problems include inadequate recognition of SOEs’ participation in rural industry revitalization,insufficient incentive polices from Guangzhou SASAC for SOEs,unclear departments collaborations as well as unsound evaluation and supervision approaches.In view of the above problems and causes,the author of the paper puts forward specific countermeasures and suggestions from the following aspects.First,we need to enhance learning and guidance,exert the advantages of the construction of the CPC within SOEs and inspire their inner motivation in participating in rural industry revitalization.Second,we should strengthen policy support to improve SOEs’ capacity to empower rural industry revitalization.Third,we ought to take the initiative to should the responsibility,construct information platform and communication mechanism so as to unite different forces to promote rural industry revitalization.Fourth,we should complete evaluation mechanisms,build multi-level supervision systems and make use of different strengths to improve SOEs’ work efficiency.We hope that this thesis can provide theoretical guidance for Guangzhou SASAC to promote SOEs’ participation in rural revitalization drive as well as offer some useful suggestions for the SASAC of other cities in this regard.
