Research On The Petition Problem Of Local SASAC

The reform of state- owned enterprises is the key link and key task of the economic system reform.In September 13, 2015,the guidance on deepening the reform of state-owned enterprises is issued.The document proposes a timetable for the reform of state-owned enterprises, which requires a breakthrough in key areas and key links before 2020.This marks the reform of state-owned enterprises to enter a new round of fast track.Each reform involves the adjustment of the interests of different groups, especially the reform of state-owned enterprises.The main form of the reform of local state-owned enterprises is the withdrawal of state-owned capital as a whole,and the labor relations and the former enterprises shall be canceled after the employees are given a one-time economic compensation.In the process of the reform of local state-owned enterprises, a large number of letters and visits are often accompanied.Local SASAC as the supervision and management of state-owned enterprises, must be responsible for the petition issues in the reform of state-owned enterprises.In the reform of state-owned enterprises, the rational response to the demands of employees and to maintain the overall stability of the staff is a serious problem that the local SASAC must face.Through the study and analysis of the petition problem in the reform of Zhumadian material factory, this paper found that when the local SASAC in dealing with the problem of the petition, there are six aspects not in place.Through further analysis, we know that the main reason for the above problems lies in the working mechanism, the sense of crisis, information collection, employee attribution, re employment work.Combined with the theory of public crisis management, this paper suggests strengthening the awareness of crisis management, the source of governance mechanism, process control and post recovery mechanism.
