Research On The Adjustment Of Function Orientation Of SASAC In Ningde

At present,under the strategic background of the national supply-side structural reform,the pace of reform of state-owned enterprises has been continuously moving forward.Meanwhile,the academic research on state-owned assets supervision and management has followed up with good results.However,it is worth noting that the research on state-owned enterprises and state-owned assets management on the city level is still weak,which is only mentioned in some comprehensive research works.This paper focuses on the function positioning adjustment made by SASAC of Ningde,a bureau under reform.It analyzes SASAC's status quo&characteristics of'its regulating function,existing problems and the reform&development direction,and refers to other state-owned asset regulators' experience in function establishment both at home and abroad.Methods,including literature research,comparative analysis,interview,observation and experience summary,are used to analyze problems existing in SASAC's function establishment and implementation,e.g.dislocation and offside;no supervision has been caried out in grassroots companies;the city and the district(or county)levels are acting separately.These problems are caused by the following reasons:unclear responsibilities between the principal and agent;the agent chain is too long.;and management on district-level(or county-level)state-owned asset management institutions is deficient.Therefore,three recommendations have been suggested as follows:adjust the functions and responsibilities of SASAC;reduce principal-agent level and strengthen supervision;the district(or county)has the linkage combination,the upper and lower interactive win-win.
