In January 2009,the Chinese government began implementing a performance-based pay policy for teachers in compulsory education schools,which was one of the important measures taken to manage the performance of teachers in these schools.With the implementation of this policy,scholars across the country have been actively exploring scientific and effective performance management systems.However,based on the overall development of performance management for public primary school teachers,there are issues such as missing steps in the teacher performance management process and teachers lacking relevant power in the management process.These problems hinder the development of performance management for public primary school teachers and create a gap between the actual and desired state of teacher performance management.This study uses research methods such as literature research,questionnaire surveys,and interviews to analyze the implementation status of the performance management policy for teachers in public primary schools in the Q district of Shijiazhuang city The survey results show that there are issues in the implementation process of the policy,iucluding an incomplete teacher performance management system,teachers lacking basic rights in the performance management process,the performance evaluation system failing to meet the development needs of teachers,and the performance feedback method not being effective in incentivizing teachers.Using the Smith model,the reasons for these issues are mainly attributed to a weakened policy support system,insufficient organizational strength in policy implementation,cognitive biases among the teacher group,and a lack of supportive environments for policy implementation.Based on this,the study proposes strategies using performance management theory and goal management theory,combined with the Smith model.These strategies include improving the policy support system for teacher performance management,establishing a complete organizational system for performance management implementation,enhancing the subjective initiative of the teacber target group,and optimizing the implementation environment for teacher performance management policy.Through studying the current status of teacher performance management in public primary schools in the Q district of Shijiazhuang city,this study aims to provide references and guidance for improving teacher performance management in other regions,and promote the overall improvement of teacher performance management.
