Research On The Problems And Countermeasures Of The Local Government’s Undertaking Of Administrative Powers From The Perspective Of Inter Governmental Relations

With the deepening of the reform of streamlining administration and delegating power,the quality and efficiency of delegating power have been improved,but the work undertaken is not perfect,and there are still various problems and challenges.In the process of specific undertaking,it is bound to involve relationships between vertical governments,governments at the same level,and government departments,namely,intergovernmental relationships.It can be seen that the undertaking of local government powers is closely related to the coordination and adjustment of intergovernmental relationships.This article conducts an in-depth analysis of the issue of power acceptance from the perspective of horizontal and vertical intergovernmental relations,with a view to providing some suggestions and references for local governments to smoothly undertake power.This article comprehensively uses literature analysis,case analysis,and system analysis methods to conduct research on the issues and countermeasures of local government power acceptance from the following parts: The first part mainly describes the background and significance of this topic,domestic and foreign research status,research ideas and methods,innovation and shortcomings.The second part outlines the relevant theories of intergovernmental relations,including the meaning and development of intergovernmental relations,as well as the specific content of horizontal and vertical intergovernmental relations.The third part analyzes the current situation of the undertaking of local government powers.It first introduces the general situation of the two stages of the delegation of power by the State Council,and then analyzes the current situation of the undertaking of local government powers represented by Zhejiang Province,Tianjin,Hebei Province,and Xinjiang.Through the analysis of factors such as local government policies,methods,institutions,and personnel,we have a certain understanding of the implementation effect of the undertaking of power.The fourth part analyzes the problems existing in the process of undertaking local government powers in China from the perspective of intergovernmental relations.There are three problems in the vertical direction.One is the allocation of power,which affects the efficiency of undertaking if decentralization is not in place;The second is the operational problem of the institution,which leads to the poor connection of the undertaking departments;The third is the problem of resource allocation,with insufficient staffing for the undertaking.Horizontally,there are collaboration issues,disorderly competition,and fragmentation of information resources.The fifth part,from the perspective of intergovernmental relations,analyzes the causes of the problem of local government power acceptance,which are vertically affected by pressure based systems,isomorphism of responsibilities,and conflicts between sections,and horizontally affected by uncoordinated interest relations and imperfect information sharing mechanisms.In the sixth part,based on the problems and reasons,and from the perspective of intergovernmental relations,targeted countermeasures are proposed to improve the effectiveness of local government power acceptance,mainly including: the superior government reduces the pressure of evaluation to ensure that decentralization is in place;Clarify the division of responsibilities and strengthen collaboration between vertical departments;Standardize the relationship between sectors and improve the professional ability of the undertaking personnel;Strengthen collaboration between governments at the same level and government functional departments to overcome the problem of information fragmentation.In summary,while improving the effectiveness of decentralization,the government should also recognize the importance of undertaking.How to "receive" and "receive well" is a key and difficult task in undertaking work in the future.Combining the perspective of intergovernmental relations to analyze the problems and countermeasures of local government power undertaking can help improve the undertaking work and improve the governance level of local governments.
