On The Inter-governmental Relations Under The Requirements Of National Governance System Modernization

There Chinese social economy and cultural undertaking achieved earth-shaking changes during the over 30 years'reform and opening up. Meanwhile, the political reform is carried out gradually, especially since the Third Plenary Session of the 18th CPC Central Committee when the comprehensive deepening of reform had been implemented, China government shall change its political thought and improve governance level so as to adapt to the requirement of modernization development. Therefore, President Xi Jinping pointed out that:national governance system and ability are the concentrated manifestations of state system as well as system executive capacity. The so-called national governance system has rich connotations, which, at present, mainly covered Chinese economy, politics, culture, society, ecological civilization and Party building; it is just this comprehensive content that can coordinate with each other and promote national system. Moreover, under the increasingly fierce competition, the construction of a scientific, rigorous, efficient and equal national governance system both is the inevitable demands of building political civilization with Chinese characteristics, and the necessary guarantee for China to stand firm in the world. In the requirement of the modernization of national governance system construction, the issue of inter-government relationship starts to be prominent, including the interest fight and competition among local governments, and centralization as well as decentralization contradiction between central and local governments, which set obstacle for regional and national development.Based on referring to existing literature and combining with the basic theoretical knowledge such as inter-government relationship and national governance system, this article analyzed the new requirements proposed by modernization of national governance system construction for current inter-government relationship in China, and introduced the modernization of national governance system construction and its constrictions to inter-government relationship and national governance system. At last, on the foundation of the disadvantages and problems in Chinese existing inter-government relationship, it further raised the construction strategy that is suitable for the inter-government relationship under the requirement of modernization development of national governance system.
