Research On The Development Optimization Of The Integration Of Guangzhou-qingyuan From The Perspective Of Inter-governmental Cooperation

The development of regional economic integration is not only the requirement of economic globalization,but also the important foundation of a country's economic take-off.It is the objective requirement of the development of modern market economy,or the urgent need of the optimization and upgrading of industrial structure.It is conducive to the rational and free flow of market elements among regions,and it is more conducive to improving the allocation efficiency of human,material and financial resources.This paper takes the integration of Guangzhou-Qingyuan under the perspective of inter-governmental cooperation as the research object,which is based on the representative and typical "strong and weak alliance" of Guangzhou and Qingyuan,in order to provide meaningful policy suggestions for further optimizing the development of the integration of Guangzhou-Qingyuan,and provide some implementation strategies for other fields of inter-governmental cooperation.This paper focuses on the review of domestic research theories on inter-governmental relations,vertical inter-governmental relations,horizontal inter-governmental relations(competitive horizontal inter-governmental relations,competitive cooperative inter-governmental relations,cooperative inter-governmental relations)and foreign inte-rgovernmental relations and inter-governmental cooperation.It is undeniable that there are a lot of research literatures about inter-governmental cooperation at home and abroad,but few of them are related to inter-governmental cooperation in the process of Guangzhou-Qingyuan integration.From the perspective of inter-governmental cooperation,through literature research,on-the-spot investigation,interview and comparative analysis,this paper clarifies the connotation of the concept of inter-governmental cooperation,integration and the integration of Guangzhou-Qingyuan,establishes a theoretical system,analyzes the current situation and practical needs of the integration of Guangzhou-Qingyuan,combs and puts forward the existing problems in the integration process and analyzes the causes,and combines the domestic and the research of this topic similar cases and experiences finally form the optimization countermeasures for the inter-governmental cooperation of Guangzhou-Qingyuan integration: The first is to strengthen the top-level design andimplementation of inter-governmental cooperation;The second is to support the innovation of the mechanism of inter-governmental cooperation between the two places;The third is to increase the support of industrial cooperation policies;The fourth is to promote the integration and docking of the two places.
