Research On The Inner Logic And Optimization Path Of Foreign Aid

With the development of China’s national strength and the improvement of its international status,foreign aid,as an important means of diplomacy,has increasingly become the core component of China’s foreign strategy.In the post-pandemic era,the competition between countries rooted in the structural contradictions between China and the United States is bound to become more intense.How to carry out reasonable and effective foreign aid in line with China’s reality and the trend of the world has become an important topic under this international background of severe competition.Taking foreign aid for COVID-19 vaccines as an example,this study explored this issue by comparing and analyzing foreign aid for vaccines between China and the United States.However,most of the current related studies have a single theoretical perspective.Only Moral Realism emphasizes the role of both interests and morality,which is more applicable to the analysis and study of foreign aid.Under the analytical framework of Moral Realism,vaccine aid has become an important field of foreign aid competition between China and the United States,and the motives of Chinese and American vaccine aid show the universality and particularity of national interests,and the difference of moral level between the two countries shows the importance and relativity of international morality.This shows that the interplay of national interests,international morality and inter-state competition constitutes the internal logic of foreign aid behavior of sovereign states.And these three factors correspond to the "self-interest" effect,"altruism" effect and competitive advantage effect that foreign aid should achieve respectively.This requires that we must adhere to make up for the competitive disadvantage,occupy the moral high ground,prevent the interest and moral imbalance,to ensure the rationality and effectiveness of foreign aid.
