| Common prosperity is the essential requirement of socialism and an important feature of China’s modernization path.In the new era and new journey,it is necessary to steadily promote common prosperity,continuously increase the income level of the people,continuously narrow the income gap,and promote the equalization of basic public services as one of the entry points.The generalization of policies related to basic public services is not only conducive to enhancing human development capabilities and accumulating regional human and material capital,but also conducive to improving people’s living standards and narrowing regional development gaps and regional income gaps.Based on this,this paper studies the impact of equalization of basic public services on regional income gap,and analyzes this impact by using the division dimension of eight major economic regions.Firstly,on the basis of reviewing previous theories and literature,this paper analyzes the theoretical transmission mechanism of the impact of equalization of basic public services on income gap.The different levels of basic public services in different regions will lead to the accumulation of human capital and physical capital in different regions.Differences in income distribution will have an impact on primary income distribution and income redistribution,resulting in regional income gaps.Secondly,using the entropy weight method,Dagum Gini coefficient and its decomposition method,the evaluation index system of the comprehensive development level of basic public services,the level of basic social and economic public services and the degree of equalization of various regions is constructed.Measure income disparities across regions.Thirdly,establish a model to conduct empirical research on the impact of basic public service gaps on income gaps,and analyze the impact of socioeconomic basic public services on regional income gaps from both inter-regional and intra-regional levels.It is found that,firstly,within the time frame selected in this paper,the equalization of basic public services in China shows an upward trend.Secondly,in the two types of basic public services,social basic public services and economic basic public services,the degree of equalization of the former is higher than that of the latter.Thirdly,China’s income gap presents obvious regional characteristics,and the income gap within a region is smaller than the income gap between regions.Fourthly,the intra-regional and inter-regional differences in socio-economic basic public services have a significant impact on the intra-regional and inter-regional differences in the income gap,and the degree of influence varies with time and space under different circumstances.Within each region,the impact of the gap in basic economic public services on income gap is greater than the impact of the gap in basic social public services on income gap.In this region,the impact of social basic public service gap on income gap is greater than that of economic basic public service gap on income gap.However,these two effects are heterogeneous across regions.Based on the above conclusions,this paper believes that we should promote the rational allocation of inter-regional resources,establish a basic public service supply system and formulate and roll out relevant policies,and strive to achieve inter-regional balanced development.Increase financial transfer payments,improve the ability to supply basic public services,increase public spending,and focus on fairness and justice in the supply of public services.Improve the social security system,narrow the regional disparities in pension,medical and other social security benefits,and improve the quality of labor and the level of human capital accumulation.Smooth domestic and international economic cycles,focus on improving the level of equalization of basic public services,and help achieve the goal of common prosperity as soon as possible. |
