The equalization of basic public services is a fundamental condition and an inherent requirement for achieving common prosperity.General Secretary Xi Jinping mentioned in the "Solidly Promoting Commonwealth" that,in the process of common prosperity,we should promote the integration of regional,urban,and rural areas in terms of education resources,health care,social security,public culture,etc.and gradually reduce the disparity in the protection of various groups,so that people can enjoy the same level of basic public service rights.This paper examines the path to equalization of basic public services in this context.This paper will use the above as a background to examine the process of achieving equalization of basic public services.As China’s basic public services are still in a state of non-parity,this non-parity is caused by unbalanced regional economic development,uneven expenditure on public services,lack of fiscal balance between local and central governments,inadequate functioning of government and insufficient functioning of NGOs and other social organizations.To tackle these problems,this paper establishes an evaluation system of basic public service equalization indicators in five aspects: education,healthcare,employment,social insurance and culture.By measuring the Thiel index of 31 provinces and regions in China from 2010 to 2020,and dividing them into four regions according to East,Central,West and Northeast,we analyze the current situation of basic public service equalization in China following the overall,each region and each sub-indicator system.The results are as follows: the level of basic public services is on an upward trend in 31 provinces in China,of which 21 provinces are on an upward trend and 10 provinces are on a downward trend;the eastern region has the highest level of parity,followed by the central,northeastern and western regions;three regions,the eastern and western regions,are on an upward trend and the northeastern region is on a downward trend.There are disparities in the level of equalization of basic public services across the country’s overall sub-indicator system and there are also imbalances in the development of basic public services across provincial and regional sub-indicator systems,and a discussion of how the government can function to make up for the shortcomings based on the data.Finally,the findings of our study explore the process of equalization and make policy recommendations,and provide a reference for the future equalization of basic public services and the promotion of the common wealth process.
