Research On Prevention And Control Of Water Pollution Crimes In China

Water is the source of life,the basis of production.Water resources play an indispensable role in people's production and life.With the acceleration of our country's industrialization process,the crime of water pollution is endless,which seriously affects the quality of people's life and the development of economy.This situation has caused the central government to attach great importance to it.Since the 18 th National Party Congress,the party Central Committee with Comrade Xi Jinping as the general secretary has always paid attention to the protection of the ecological environment,paid attention to the protection of water resources,and proposed the instructions that “Mountain with gold or silver is a green hill” and “equivalent to the protection of the eyes like an eye”.Therefore,it is of great significance to protect our water resources and prevent water pollution.This article follows the criminology phenomenon,causes,and countermeasures to launch a study on the prevention and control of water pollution crimes in China.Occur through for nearly five years of water pollution in our country criminal cases are collected and summarized the rule of this kind of crime,based on case analysis to explore the causes,and further puts forward some countermeasures for the prevention and control.Specifically,this paper is divided into four parts:The first part is an overview of water pollution crimes.This part mainly includes the concept of water pollution crimes,the characteristics of water pollution crimes,and the harm of water pollution crimes.Conceptually,this paper defines the concept of water pollution crime by summarizing and analyzing the two aspects of Chinese academic circles and current legal regulations.In terms of characteristics,through summarizing the collected cases,the paper discusses three features of water pollution crimes that are concealed,the subject is difficult to identify,the harm is serious and the consequences are indirect.In terms of hazards,this article discusses the harms of water pollution crimes to the human body,industry,agriculture,and the environment,based on the differences in the hazardous objects.The second part is the current situation of water pollution crime in China.This part discusses the main characteristics,spatial distribution characteristics,crime pattern and industry distribution characteristics of the current water pollution crime in China through summarization and analysis of 500 cases.The third part is the problems in the prevention and control of water pollution in China.This part is one of the core part of this article,through the prevention and control of water pollution prevention and control of crime prevention and control of the government,the public and the law,the essay discusses the problems existing in the,find out the problems existing in the crime prevention and control of water pollution in our country at present stage.The fourth part is the improvement of China's water pollution crime prevention and control.This part also belongs to the core part of this article,the content is based on the problem of the third part analysis and puts forward the measures that should be taken to prevent and control water pollution crime.Mainly through perfecting government functions,public participation in crime prevention and control of water pollution for the implementation of the system construction and the existing legal provisions on water pollution crime from three aspects to build a complete water pollution crime prevention and control system.
