| The 20 th National People’s Congress of the Communist Party of China pointed out that the main contradiction in our society has been transformed into a contradiction between the people’s growing need for a better life and unbalanced and inadequate development,and unbalanced regional development is an important part of unbalanced development.Based on the human development index,this paper constructs a balanced human development index based on the human development index and the connotation of human balanced development,and further calculates the human balanced development index to measure the imbalance within China’s four major regions,and uses the data of 31 provinces from 1990 to 2021 to measure it.Then,on the basis of the existing data,the trend and characteristics of balanced human development in the whole country and four major regions and the trend and characteristics of human development at the provincial level are analyzed,then the nuclear density estimation and Markov chain analysis are used to analyze the dynamic evolution trend,and finally the Dagum Gini coefficient and its decomposition method are used to decompose the regional differences for the sources of differences.Studies have shown that from 1990 to 2021,China’s human development level showed an upward trend,whether at the national,regional or provincial level,the human development index steadily increased year by year,although the change trend in the three sub-dimensions of income,education and medical care is inconsistent,but all show an upward trend only there is a difference in the rate of rise,the income index is in a continuous rising trend and the rising speed is fast,the education index is in a fluctuating upward trend,the growth rate is slower than the income index.Although the longevity index has grown slowly,the value has been at a high level.The national human development level shows a trend of concentration,the development differences between regions are shrinking,and the provinces with low human development level are gradually approaching the average,but the provinces with high human development level maintain the leading state.The eastern,western and central regions have all gradually increased the level of human development and gradually reduced regional disparities.Similarly,the problem of interregional sample overlap has little impact on regional differences in human development,and interregional differences are the main source of overall differences in human development.Based on this,this paper puts forward corresponding policy suggestions based on the three problems that the education index found is smaller than that of other dimensions and the development rate is slow,the human development level of the eastern region and the northeast region is higher than that of the central region and the western region,and the difference between regions is the main source of human development difference in China:(1)While developing economic construction,grasp the development of education;(2)provide more and more equal public services;(3)focus on the role of urban agglomerations in leading balanced regional development;(4)Pay more attention to the establishment of regional coordinated development mechanisms. |
