| The "Strategic Plan for Rural Revitalization(2018-2022)" issued by the Central Committee of the Communist Party of China and the State Council clearly pointed out that governments at all levels and relevant departments should actively optimize the layout of rural development,make overall use of production space,rationally distribute living space,and strictly protect ecological space.To build a new pattern of rural revitalization.As an important part of rural revitalization,the improvement of human settlements has received more and more attention.Building clean and livable villages is the basic requirement for building a well-off society in an all-round way.Nowadays,many rural areas in our country still have a messy living environment.How to make the village look new and make up for the shortcomings of the environment is worthy of our further in-depth research and exploration.In recent years,in order to actively respond to the requirements of my country’s rural living environment improvement actions,Anhui Province has made efforts to launch and implement the rural living environment improvement and village cleaning action within the province,that is,the "five clean-up and one reform" village cleaning action,to help rural revitalization and solve the problem.The problem of dirty and messy villages is to achieve the obvious reduction of black and odorous water bodies in the ponds and gullies in the villages,scientific treatment of agricultural production waste,timely cleaning of non-functional buildings and waste billboards,clean and tidy front and rear of houses,tidy piles of debris,and cleanliness of villagers The general improvement of environmental awareness and the goal of gradually establishing a long-term cleaning mechanism.This paper selects the "five clean-up and one reform" village cleaning action in Lu’an City as a research case,based on the relevant data reflecting the implementation effect of the rural clean-up action policy in Lu’an City,to clarify the related concepts and public policies of "five clean-up and one reform" Evaluation theory,evaluates the implementation effect of the "five clean-up and one reform" village cleaning action in Lu’an City,summarizes the implementation results and existing problems,analyzes the reasons for implementation deviation,and finally finds out the corresponding optimization strategy.Based on the theory of public policy evaluation,this research comprehensively analyzes the implementation effect of the "Five Cleansing and One Reform" village cleaning action in Lu’an City through the method of questionnaire survey,literature research,qualitative analysis and quantitative analysis,etc.Discover the existing problems,such as policy deficiencies,insufficient policy enforcement capabilities,low villagers’ awareness and participation,and insufficient public supervision.Starting from these problems,the author summarizes the reasons,and proposes specific strategies for optimizing the village cleaning action of "five clean-ups and one reform" in Lu’an City: first,strengthen multi-stage overall planning and grass-roots democratic construction;second,strengthen multi-subject collaborative governance,to improve the training of the professional and technical capabilities of the executives to consolidate the implementation basis of the village cleaning action.Third,establish a multi-win benefit incentive mechanism and a long-term management mechanism for village cleaning to optimize the execution environment of the village cleaning action.It is hoped that this research can provide some theoretical reference for policy makers’ follow-up policy formulation and implementation. |
