Evaluation On The Policy Implementation Effect Of College Student Village Official

At present, with the rapid development of the urbanization processes, demand for labor force becomes increasingly vigorous. However, due to poor environment and low demographic bonus in rural areas, there is a short of rural labor force, especially high-quality labor resources. What’s worse, because of recruit enlargement in recent year results in an increasing number of quality college graduates, leading to a difficult employment among college graduate. On the one hand, there is a shortage of labor in the new rural construction; on the other hand, there is an excess of high-quality talents. Facing such a dilemma, the government should make bold attempts to carry out the plan of university student village officials and fill in gaps between college unemployment and shortage of rural labor force. This policy has been performed since 1995, nearly 20 years. With the widespread of the policy, it plays a key role in promoting the new rural development, improving governing capability of the primary-level organization and optimizing the structure of the rural leading groups.Most previous research mainly focused on the theoretical level of the university student village official policy, and few on the effect evaluation. Therefore, this paper, taking Z County of Fujian Province as an example, analyzes the effect of the policy implementation, hoping to seek out the roots in the process of evaluation and put forward some possible suggestions for future studies. The result may provide a reference for studying on provincial university student village official policy as well as national policy subsequently.Firstly, this paper analyzes the relevant concepts of village official, university student village official trough looking up literature review and doing field investigation, and then constructs a corresponding theoretical framework. Secondly, taking Z County of Fujian Province as an example, we analyze the status quo of the policy implementation. In this part, the fuzzy comprehensive evaluation model is used to evaluate the effect of policy implementation. According to the evaluation result, the main factors are found out and the countermeasures and suggestions for optimizing this policy are put forward as well. Finally, through investigation, the author finds that the implementation effect of college students village official policy in Z county of Fujian is more significant, accepted widely by the local people, whilst there are also perfunctory attitude and displacement still exist in the process of policy implementation. Therefore, we should enforce the policy per se itself, strengthen policy execution and policy objectives and improve the environment of policy implementation so that a sustainable development could be achieved.
