Study On Voluntary Participation Of Party Members In Community Governance

Since the 18 th CPC National Congress,General Secretary Xi Jinping had already made many important statements of Grass-roots party building and Grass roots social governance.Emphasized that Strengthening party building at the primary level and Consolidate the party’s foundation for governance is the red line of Social governance and community-level development we run through.It also emphasized that Focus of Social governance must shift to grass roots,included urban and rural community.It pointed out the direction of Party building guides community-level social governance in the new era.Community Governance is the basic engineering of National Governance and Social Governance.And Volunteer service is an important form for party members to participate in community governance.So developing community party member volunteer service is an important subject of national governance modernization.Now Chinese Communist Party member volunteer take important part in the social governance,but we must see clearly that,Party member volunteer worked in the community had a lot of problems to solved.Such as lack of institutional norms,lack of clear-cut job responsibility,lack of enough enthusiasm to join the voluntary service,the low specialized and long lasting level of the service.In this paper,we take Star Lake Community in Zhao Qing for an example,to explore the voluntary participation of party members in Urban Community governance.The author carried out field research in Star Lake Community,Sent questionnaires to the residents and party members,interviewed the community workers and some party members.Through these way,we can understand the function,advantages,feature of the Party members,we can know all the key problems of Party members Volunteer service project in that community,included its set up,function,development.and how can it promoting social governance with broad-based participation.We analysis the present situation and difficulty the Party member volunteer are facing,and find the reason why the problem exist.Thus raising some methods and advice to advance the community governance,and promoting social governance with broad-based participation.Consequently,we can improve the level of public management and maximize public interest.
