Study On Party Members’ Sinking Participation In Community Governance From The Perspective Of Empowerment

The outbreak of the COVID-19 has had a major impact on the traditional community governance model.In order to win the battle of epidemic prevention and control and help communities cope with the crisis,Hubei Province creatively implemented the initiative of Party members’ participation in community governance,and achieved remarkable results in joint prevention and control,material supply assurance,and people’s life safety.With the improvement of the epidemic situation,party members’ sank participation in this excellent governance model for community governance has been retained as a policy.In the field of primary-level governance,participating in community governance is a public affairs of many governance subjects.Sinking party members as intermediate characters to go out to the community to extend the resource in the community.Cultivation.In the normal sinking stage,problems such as unclear responsibilities,excessive pressure,and evaluation have dispelled the enthusiasm of some sinking party members to participate in community governance.The community also failed to reasonably grant power,responsibilities and empirical capabilities due to a sudden increase in management pressure.The potential of the party members has not been fully released.The authorization theory has formed a more systematic architecture in studying how to give actresses enough power,ability,and vitality,and exert its value to efficiently complete the organizational goals.Analyze the sinking of party members from the perspective of authorization and empowerment to participate in community governance,which will undoubtedly help understand the reasons for the phenomenon of sinking and low efficiency.Optimized countermeasures through the perspective of authorization and empowerment.And vitality and help community governance modernization is positive.First of all,we focus on the three connotations of authorization,abilities,and vitality of authorization and empowerment.Furthermore,we chose G community in Enshi City as a case research object,summarizing the authorization of party members during the sinking community and normalization of party members during the epidemic situation.We found that although the party members sinking the community during the normalization period and the effective experience during the period of the epidemic period,the authorized empowerment of sinking party members during the normalization period still had problems: community leadership empowerment differentiation,structural empowerment imbalance and the resulting inadequate psychological empowerment.Finally,by analyzing the reasons,we believe that in order to strengthen the authorization and empowerment of sunken party members during the normal period,we need to listen to the opinions of sunken party members,reasonably determine the types of subsidence,strengthen the connection between units and communities,and coordinate the deployment of sinking forces to improve the institutional framework of empowering sunken party members.By deepening the degree of party member embedding,closely connecting with residents,giving play to the leading role of Party members and stimulating the enthusiasm of governance subjects,the connotation of empowerment during the normal period is clarified.To improve the types of empowerment by promoting the standardization of leadership empowerment and improving the twin engines of structural empowerment.
