Study On Coordinated Development Of Rural Industry Integration And Human Settlement Environment In Hubei Province

As a big agricultural country,it is a necessary way for China to realize high-quali ty development of agriculture and rural areas,accelerate agricultural transformation a nd upgrading,and accelerate industrial integration of primary,secondary and tertiary i ndustries(agriculture,industry and commerce)in rural areas.The no.1 document of t he CPC Central Committee in 2018,Opinions on Implementing the Rural Revitalizati on Strategy,mentioned the goal of making agriculture strong,rural areas beautiful and rural areas rich by 2050.While gradually promoting the integration of various indust ries in rural areas,we should continue to abandon the old road of "pollution first,treat ment later" and realize the coordinated development of industrial integration(econom ic development)and human settlement environment(coordination of development an d nature).The integration of rural industries can provide economic support,talent sup port and employment opportunities for the construction of living environment and nar row the gap between urban and rural development.The development of rural living e nvironment can also improve the construction of rural customs and civilization,retain talents and give full play to the advantages of resource endowment.Therefore,while developing the economy,we must take into account the benefits of the ecological envi ronment to achieve a virtuous cycle of economy and ecology.As a major agricultural province in central China,Hubei province plays a very i mportant role in the development of the national agricultural economy.However,the agricultural development of Hubei Province is still facing many challenges,especially such as the low level of rural industrial integration,rural infrastructure construction is relatively backward,the gap between urban and rural areas,rural economic vitality is not high and so on,which restrict the construction of rural living environment and hig h-quality agricultural development process.To accelerate the integration of rural indu stries,continue the improvement of rural living environment,and realize the coordinat ed development of the two is of great significance to promote the modernization of rur al agriculture in Hubei Province,narrow the gap between urban and rural areas,and re alize the high-quality development of rural economy.This paper focuses on the study of the integration of rural industries and the coor dinated development of human settlements in Hubei Province.Based on the review of relevant domestic and foreign literature,the following studies are carried out:Firstly,the relevant concepts are defined and the theoretical basis of this paper is discussed,including industrial development and industrial integration theory,human s ettlements environment theory,coupling and coupling coordination theory and sustain able development theory.Then the paper analyzes the mechanism of rural industry int egration and human settlement environment from the mutual influence and synergistic development of the two systems.Secondly,it introduces the research methods of entr opy value method and comprehensive evaluation method,and constructs the evaluatio n index system of rural industrial integration and rural human settlement environment in Hubei province,which contains 48 three-level indexes.The evaluation index syste m of rural industry integration in Hubei province includes two first-level indicators,in tegration process and integration benefit,five second-level indicators,including integr ated development of agriculture and processing industry,extension of agricultural ver satility,integrated development of agricultural service industry,farmers’ income incre ase and employment promotion,and urban-rural integration development,and 21 thir d-level indicators.Rural living environment evaluation index system covers the rural weak environment,rural environment 2 first-level indicators,rural economic develop ment,rural infrastructure,rural environmental health,rural living conditions,the rural social services,rural cultural life 6 secondary indexes,27 three-level index,and on th e basis of calculation of evaluation index system of weights and scores;Thirdly,the p aper analyzes the development and current situation of rural industrial integration and human settlement environment in Hubei Province,and analyzes the existing problems of the two systems according to the development trend and current situation of the de velopment in the past 11 years.Then the empirical analysis is carried out.The empiri cal research methods such as synchronous development model,coupling degree and c oupling coordination degree model,and quadratic smoothing index prediction model are introduced first.Then the empirical research is carried out on the comprehensive l evel and collaborative development degree of rural industrial integration and human s ettlement environment in Hubei Province.Firstly,the synchronous development level of the two systems has experienced four stages: the rural human settlement environm ent lags behind,the two systems develop synchronously and the rural human settleme nt environment slightly lags behind,the two systems develop synchronously and the r ural industry integration slightly lags behind,and the rural industry integration lags be hind.Secondly,the coupling between rural industrial integration and human settleme nt environment in Hubei province from 2010 to 2020 is still in an antagonistic state,th at is,the coupling degree is in the range of(0.3,0.5],and the development of coupling coordination degree has experienced five stages of moderate imbalance,mild imbalan ce,near imbalance,barely coordination and primary coordination.Third,in terms of t rend,in 2021-2025,coupling coordination degree will gradually enter the intermediat e coordination and good coordination stage.Finally,this paper proposes making syste m construction systems and mechanisms to consolidate foundation strengthening rural industry development,the breakthrough development bottleneck,optimize the talent t eam construction to add development vigor,promote the development of beautiful rur al construction to carry out the security countermeasures and Suggestions on the level of the four,to promote the coupling coordination degree of the two systems,thus pro mote industrial convergence and living environment of the coordinated development i n rural areas in Hubei province.
