Research On The Standardization Construction Of Grassroots Government Affairs Openness Under The Background Of The Reform Of Streamlining Administration And Service

Against the backdrop of continuous economic and social development and increasingly in-depth reform of the administrative system,there is an urgent need for society as a whole to modernise the government’s system of governance and its ability to govern,of which open government is an integral part.Regulating the openness of government affairs is essentially an inevitable trend in social development and an act of government governance.However,there is still a gap between the results achieved during the promotion of specific pilot practices at the grassroots level and the requirements of standardized government affairs in terms of participating subjects,means and methods,public content and work supervision.The aim of this paper is to clarify the conceptual context and logic between the reform of government administration and service and the standardisation of government affairs at the grassroots level,and to provide an in-depth analysis of the standardisation of government affairs at the grassroots level in the context of the "administration and service" reform,with a view to solving the problems that exist in the standardisation of government affairs at the grassroots level.As one of the pilot towns in Jiangxi’s "Ten Counties and Hundred Villages" construction project,M Town in Jiujiang City,Jiangxi Province,has,to a certain extent,resolved the problems of uneven business capacity,limited resources for platform construction and formal internal and external supervision by promoting the standardisation of grassroots government affairs,and the level and quality of government information disclosure has The level and quality of government information disclosure has been significantly improved.The theoretical basis of this thesis is the New Public Service Theory,the Transparent Government Theory and the Smith Process Model Theory.It adopts the methods of literature research,case study analysis and index analysis to summarise the current situation of the standardised construction of government affairs in M town of Jiujiang City and the results achieved at this stage;on the basis of the analysis of the construction of the government portal,the institutional construction of government affairs disclosure work in M town of Jiujiang City On the basis of the analysis of the construction of the government portal,the construction of the system of open government work,and the specific openness,an in-depth study of the standardised construction of its government affairs was conducted,so as to recognise its problems and practical constraints,analyse the problems of imperfect talent teams,irregular platform construction,and weak supervision of open government work in M town of Jiujiang city,and finally,from the aspects of establishing an effectiveness mechanism,integrating platform resources,strengthening management assessment,and widening supervision channels,etc.Finally,the thesis explains the management countermeasures for the standardized construction of grassroots government affairs.It is hoped that the research results of this thesis will provide a reference for the development of government information disclosure in Jiujiang M town and help Jiujiang M town government to establish a standardised government affairs disclosure system and provide a reference for the standardised construction of grassroots government affairs disclosure.
