Research On Open Standardization Of Grassroots Government Affairs

The openness of government affairs is not only an effective way to guarantee the people's right to know,to participate,to express and to supervise,but also a powerful measure to enhance the credibility of the government.Standardizing the openness of government affairs in the form of standardization is an important means to further exert the function of openness of government affairs and enhance the effectiveness of openness of government affairs.At present,the pilot work of standardization of government affairs openness at grass-roots level in Shandong Province has achieved certain achievements.How the pilot districts and counties formulate the standards of government affairs openness and how to standardize the work of government affairs openness,how to carry out the standardization work of government affairs openness through what channels,and how to form duplicated,popularizable and assessable standards and norms of government affairs openness through the pilot work are worth further study.Based on transparent government theory,public right to know theory and information asymmetry theory,this paper analyzes the standardization of government openness and investigates the satisfaction of government affairs publicity in Rizhao A district,a pilot project of standardization of government openness,from four aspects: public matters,standard system,open process and open mode,using the methods of case analysis,in-depth interviews and questionnaires.On the basis of analyzing the common problems and reasons of the standardization of government affairs publicity at the grass-roots level,this paper expounds the ways to realize the standardization of grass-roots government affairs publicity from five aspects,namely,deepening the understanding of the grass-roots government,promoting the standardization of government affairs publicity,establishing and improving the working mechanism of the standardization of government affairs publicity at the grass-roots level,perfecting and implementing the power list system,perfecting and standardizing the unified standard of government affairs.It is expected that the research results of this paper will contribute to enriching the standardization theory of grass-roots government affairs publicity,provide theoretical and countermeasure reference for grass-roots government to standardize the work of government affairs publicity,and provide beneficial help for replicating and promoting the standards and norms of grass-roots government affairs publicity.
