Research On The Disclosure Of Grassroots Government Information

Having open and transparent government affairs is the cornerstone of enabling governmental institutions to carry out its duties in accordance with the Law.The implementation of an open government affairs policy plays an extremely important role in promoting the development of China's politics,economy,and culture.To date,both in theory and practice,all researches on open government affairs have been focusing on a macro level where it is centered around the central and provincial governments,there is a lack of research at a lower level,i.e.at the municipal governments level The implementation of various governmental policies and guidelines is a top-down model.The municipal level government being the frontline administrative units in China's administrative management system,is an important element to the successful implementation of the various policies and guidelines and serves as a bridge between the people and the higher level government.Therefore,it is of great significance to study the openness of government affairs at the regional level to help the grassroots government better play its role.This article takes X City under the administration of Suzhou as the research object,summarizes the development history,current situation and characteristics of the government affairs disclosure of the research object,and focuses on the analysis of the status quo of government affairs disclosure of X City's Government from the perspective of the "Five Disclosures Principle".Based on this,the research adopts the method of combining field research and interviews,and analyzes the data obtained through the research and interviews to identify the existing problems of the government's affairs disclosure at the grassroots level: including the need to increase the extend of government affairs disclosures,improve the content of the disclosures and compared to the actual needs of the public.Based on the analysis,there are differences and inconsistencies in the openness of government affairs of different government agencies,and the low public participation and popularity of government affairs disclosure.Combined with the results of the research,the main causes of the problems of the research objects in government affairs disclosure were further identified.Finally,in light of the above problems,while taking the characteristics of grassroots government public affairs into consideration and combined with the relevant theories of domestic and foreign government publicity research,the paper proposed potential ways to improve the openness of grassroots government publicity from the aspects of policy creation,talent attractions and application of innovative media.For X City under the administration of Suzhou City,the research believes that the working mechanism and content of open government affairs should be scientifically designed;while raise the public awareness of open government affairs and furthering talent attraction and retentions;better utilizing innovative media and information technologies to to promote the construction of smart cities in order to improve the level of openness in government affairs at the grassroots level.
