Research On The Reform Of Construction Investment Project Approval System In Z City Under The Background Of One-Stop Service Model Reform

Construction investment project is the important means of expanding reproduction of fixed assets investment in China,and an important part of pulling the local economy.It plays an important role in the development of regional economy,the optimization and adjustment of the industrial and economic structure,the improvement of local public service facilities,as well as the promotion of people’s material and cultural living standards.However,in the long run issues as the excessive approving authorities for building and investment programs,the full-arranging sectors,and the waste of too much time have severely limited the program implementation and increasing of investment.Companies have reacted strongly to this situation.Since 2001,The State Council determined to cancel or adjusting the administrative approval items seven times.In spite of the results achieved,there is still a certain gap between the public expectation and the goal of reform.In recent years,the central government has always taken deepening the “reform to delegate power,improve regulation and services” as the “crucial part” to expand in-depth reform comprehensively,important arrangements were made for the reform of the administrative review and approval system so as to promote the reform of simplifying administrative procedures and delegating powers to lower levels in great strides from the top to the bottom.In his report to the 19 th CPC National Congress in October2017,General Secretary Xi Jinping pointed out that we should“improve the government capability,deepen the simplification of administrative procedures and delegate powers to lower levels,bring forth new ideas in oversight methods,strengthen the government’s public trust and executive force,and construct a service government that deliver a good report to the people.”In this context,Zhejiang province takes the lead and tries to launch "run at most once" in the country,namely.When the masses and enterprises go to the government for administrative examination and approval,public service and other matters in accordance with the application,when the application materials are complete and meet the legal acceptance conditions,the whole process from accepting the application to making the decision and forming the result only needs one visit or zero visit.Relevant reforms were highly praised by the central government.On the afternoon of January 23,2018,the second meeting of the Central Leading Group for Comprehensively Deepening Reforms reviewed the“Investigation Report on the Reform of ‘run at most once’” in Zhejiang province,and carried on promotion to the whole country.In order to implement the action requirements of “linking up with Beijing,Shanghai and Guangzhou,optimizing the environment” of Hunan Provincial Party Committee and provincial government,to promote the activity of “Industrial project construction year”,to further enhance the efficiency of approval in the field of construction investment,and to optimize the business environment,in early 2018,Z City launched a “run at most once” reform to allow businesses and people to work for the government.The municipal party committee is mainly responsible for the comrades to serve as the first group leader of the “run at most once” reform,vigorously promoting the city’s reform work.In accordance with the CPC Central Committee “on promoting the convenience of examination and approval services”(Hall word [2018]22)spirit,Z City refers to the State Council in Beijing and other 16 provinces and cities to carry out the project approval system reform pilot reform of the relevant reform practices.Based on two rounds of reform since 2015,Z City has conducted extensive research and collected expectations and demands for enterprise reform.It marks Zhejiang,Shanghai,Shenzhen,Wuhan and other advanced practices,takes Internet information technology innovation as a means,and take the enterprise newspaper construction “does not need to run once,at most runs once,I come to run once” as the goal.A working mechanism of “four systems,four alliances,one excellence and one simplicity” has been implemented.It has issued a city-wide construction investment project approval “run at most once” reform implementation plan and 4 supporting implementation details and flow charts.It strived to streamline the examination and approval items,optimized the examination and approval process,standardized the intermediary service and improved the examination and approval service.There is a call for reform and government action.Facing the new trend,tasks and challenges.The author holds that it is necessary to study the reform of review and approval system of Z City’s construction investment projects under the background of reform.Based on this understanding,the author attempts to study the reform behavior of this particular local government in Z City.Therefore,the experience of the reform of the approval system of construction investment project can be copied under the background of “one run at most” reform.Firstly,the author collected and analyzed the current research situation at home and abroad.The connotation,main theories and significance of administrative examination and approval system reform,"run at most once" reform and construction investment project examination and approval system are sorted out and explained.Based on the existing research status and cutting-edge reform experience,the author makes full use of relevant theoretical knowledge to carry out a systematic and detailed study of Z City’s related reform work.Based on the current situation of Z City’s construction and investment project reform,the paper summarized the achievements of Z City obtained in the reform of the review and approval system for building and investment program in the reform setting of “One visit in maximum”.At the same time,this paper analyzed some problems existing in it,and makes an in-depth analysis of the causes of the problems.Finally,by analyzing the main practices of advanced regions such as Quzhou in Zhejiang Province,Shenzhen in Guangdong Province and Changsha in Hunan Province,this paper drew the experience enlightenment which is beneficial to the reform and development of Z City,and finally puts forward the thinking countermeasures to solve the existing problems.
