Research On Optimization Of Investment Projects Approval In Shangdu County

China’s administrative examination and approval originated from the planned economy period,and it played a positive role in the economic and social development at that time as an important means of resource allocation.However,with the continuous development of the socialist market economy,the traditional way of administrative examination and approval has restricted the construction of investment projects,which not only increases the burden of enterprises but also leads to bloated examination and approval departments and cumbersome and redundant examination and approval processes.With the continuous progress of the reform of China’s administrative examination and approval system,the central government has issued a series of policy documents aimed at deepening the reform of "delegating power,regulation and service",optimizing the business environment and strengthening the government’s credibility and enforcement power.The report of the Party’s 20 th National Congress pointed out that the modernization of the country’s governance system and governance capacity should be further promoted,and higher requirements were put forward for building a service-oriented government that the people are satisfied with.However,local governments at all levels still have some problems that need to be solved in the process of concrete practice.Especially,county governments,as the grass-roots implementors of top-level design,are faced with many difficulties and dilemmas in the reform due to their low administrative level and weak authority,and the process of promoting reform is relatively tortuous.Thus,how to promote all-round and in-depth reform of the concept and system of examination and approval services and to completely change the problems of too many examination and approval links,long examination and approval time,and lack of transparency have become the key direction of future exploration.This thesis takes Shangdu County as the research area and takes investment project approval as the research object and adopts the overall idea of describing the current situation,finding problems,analyzing the causes and putting forward countermeasures.First,on the basis of studying relevant literature at home and abroad,the thesis expounded the status quo of project approval in Shangdu County and summarized the achievements.That is,through the implementation of “one-stop” comprehensive acceptance,the establishment of a “deputy” mechanism,and the implementation of the informed list system and the advance acceptance mode,the examination and approval service has been optimized to a certain extent,and the efficiency of examination and approval has been improved.Second,methods of qualitative analysis and interview were used to sort out the problems.existing in the process of project approval,such as overtime examination and approval,examination and approval personnel lack of service awareness,lack of business ability,unreasonable approval process,emphasis on examination and approval rather than supervision,and information barriers,and the reasons behind the problems were analyzed.Finally,on the basis of fully drawing on the advanced experience of developed regions,and by using the new public service theory and government process reengineering theory,the thesis put forward specific optimization suggestions from five aspects,namely,changing the work concept,optimize the examination and approval system,strengthening supervision and management,promoting the integration of online examination and approval,and strengthening the construction of talent team,so as to provide a reference for Shangdu County to further standardize its examination and approval process,improve the examination and approval system and efficiency,and establish a good government image.
