Research On Community Multi-subject Cooperation From The Perspective Of Resilience Governance

The new coronavirus has rapidly swept the world since its emergence,which has a great impact on people ’ s production and life.During this period,it also presents many problems in community governance capacity and governance system in China.In the context of modern “ risk society,” how to deal with and respond to sudden risk events with diverse sources,high complexity and extreme uncertainty has put forward greater challenges and higher requirements for the risk management ability of Chinese government.How to make our society more resilient has become a major issue for all mankind.Resilience refers to the ability of risk responders to identify and warn,respond and deal with,and recover when they encounter sudden risks or external disturbances.They can not only resist and adapt to the impact of sudden risks,but also quickly recover and learn from them.At present,countries around the world have taken resilience as an important indicator to measure the performance of risk governance.In a society with frequent risks,resilience is an important part of good governance.In the meantime,as the basic unit of society,the community is the first field and direct participant in the occurrence,response and disposal of risks,and its status and role are crucial.In the process of prevention and control of the new coronavirus in China,the community has played a pivotal role,indicating that the governance mechanism with the community as the basic unit is very important for risk prevention and control and governance.However,China ’ s community risk management work has long been dominated by administrative management.In the case of more frequent and diversified risks,’ government taking everything ’ has not adapted to the current situation and needs.It is necessary to absorb different social forces to explore and innovate the risk-oriented multi-subject cooperation mode and mechanism in the community field.Based on the purpose of the research and the current reality,this paper selects four cities(Beijing,Shanghai,Guangzhou and Shenzhen)with a large population,complex social conditions and high level of economic development and governance as cases,collects relevant policies and regulations of community governance in the past three years,and selects typical communities in the four cities to conduct research to study the community prevention and control action of the new corona pneumonia epidemic.Based on empirical investigation,the survey data are quantified and visualized,and the logical relationship between various categories is summarized.This paper proposes a three-dimensional analysis framework of ‘Party-Government-Society’ for resilient governance in the community field.The multi-subject cooperation to be studied in this paper refers to the inter-subject relationship of‘Party-Government-Society’ in the process of resilient governance in the community,and brings these three relationships into the specific analysis based on the function and process of risk governance.Through analysis,it is found that in the process of community risk governance in China,multiagent cooperative governance has played a great role in the period,but there are also many problems.Therefore,this paper puts forward the optimization path of community risk-oriented cooperative governance in China from the perspective of resilient governance,in order to provide useful reference.
