Study On The Governance Of New Rural Communities From The Perspective Of Multi Coordination

China is a country with a large rural area.The construction of a new socialist countryside is the key step in promoting the harmonious development of our society.The rural community construction is also an important effort in creating a new countryside.The conception of rural communities was put forward in 2003 and launched as pilot program in 2006.It has been expanded across all the country from2009 until now.The construction of new rural community has been a gratifying success,but these basic works in the building of new rural community is just at the initial level.The main priority should be giving to the appropriate management of follow-up works.With the historical background,which is the national implementation of the governance system and the modernization of the governance ability,this article takes the cooperative governance as the theoretical basis,and studies the necessity of the cooperative governance in the new rural community from the perspective of the multiple subject's collaborative work.And the source of the motivation and the actual operation resistance from role participation and role definition of the respective participants.Finally combined with my own learning to put forward the improving strategies which is purposed to complete the new rural community collaborative governance and hope to have the practical value for it,and to improve the governance model of new rural communities,and promoting the overall development of rural society.This article has been divided into three parts.The first part is the introduction of the first chapter,which mainly introduces the reasons for choosing the thesis,the research object and the significance of the research,the research situation and the review both in China and abroad,the related concepts and the theories,the research ideas and methods,the possible innovations and inadequate of this paper.The second part is from the second chapter to the fourth chapter,which is the combination of theoretical statements and case analysis.The second chapter mainly explored the essential conditions of cooperative governance in the new ruralcommunities.It analyses two sides,the changes of community governance environment and the performance of current cooperative governance.The changes of governance environment are mainly reflected in the change of social structure,the change of social public space,the expansion of social subject,the intensification of community social risk and the weakness of community identity.The efficiency value is reflected in the collaborative governance,which is helpful to the development of community grass-roots democracy;the integration of community resources;the improvement of the community structure;the community public service promotion and so on.The third chapter mainly studies the participation of the roles as main subjects in the new rural community cooperative governance,including the community government organizations,the party organizations,the neighborhood committees,the social organizations,the market subjects and the individual residents.The fourth chapter mainly analyzes the motivations and resistance of the coordinated development of multiple factors in the new rural communities.The main sources of motivation are from the interests of the various actors,the promotion of government orders and the needs of social psychological identity.The resistance of community communication is including the fund shortage of the local government,the lack of communication mechanism,the enthusiasm of the residents is not high,the development of social organization is not sufficient and so on.The third part is the fifth chapter.This is based on the analysis of the cases,combined with my own knowledge to put forward the strategies and ideas of improving the current situation of the new rural community collaborative governance problems.I hope this completes the guiding mechanism,strengthens the communication mechanism,improves the security mechanism,regulates the supervisory mechanism,and rebuilds the formation of a complete and smoothly cooperative governance mechanism.This is aimed at ensuring the healthy operation of the institutional level,and promoting the new rural community construction make the transition to the follow-up term from the current medium-term smoothly and efficiently.
