Research On Credit Governance Of Public Resource Transactions From The Perspective Of Holistic Governance Theory

The "Decision" of the Fourth Plenary Session of the 19 th CPC Central Committee proposes to adhere to and improve the socialist administrative management system with Chinese characteristics,build a government management system with clear responsibilities and administer according to law,strengthen the supervision system of the party and the state,and strengthen the constraints on the exercise of power and supervision,better transform institutional advantages into governance effectiveness,and promote the modernization of national governance capabilities and governance systems.Public resource trading is the key support for the current government and the market to make a good combination of punches,a key link to realize the supply-side structural reform,and an important force to promote the current transformation of government functions in my country.However,at present,the reform of public resource transaction integration in various provinces and cities is generally in the stage of moving from "physical integration" to "chemical integration",that is,the integration of platforms,institutions,processes and other operating systems has been preliminarily realized,while the deep-level supervision mechanisms such as credit management have been realized.not fully established.Credit is the basis for the operation of the market economy and a lifeline for maintaining the order of government and market transactions in public resource transactions.Lack of integrity is a weak link in the development of public resource transactions in my country at present.Various types of dishonest behaviors emerge in an endless stream,mainly including a series of unfair competition behaviors such as pretense of qualifications,bid rigging,evasion of bidding,and breach of contract after bidding.The value and use of resources.At present,the credit management activities in the field of public resource transactions are mainly characterized by fragmentation,which seriously hinders the pace of the construction of the credit system in the field of public resource transactions.This paper takes the holistic governance theory as the theoretical perspective and foundation,and focuses on the three dimensions of governance hierarchy,functional departments and public and private sectors in the process of public resource transaction credit governance,and scientifically analyzes the problems and causes in the process of public resource transaction credit governance.and logical arguments.The study found that there are problems such as conflicting policy objectives,poor implementation of government decrees,conflicting functions between departments,isolation of credit information,and "offside","misplacement" and "absence" between public-private cooperation in the credit governance of public resource transactions.In response to these problems,this paper takes the holistic governance theory as the theoretical perspective and basis,and analyzes the causes of the problems in depth.The system is not connected,the division of government and social functions is unscientific,and there is a lack of mutual awareness of cooperation.In view of this,on the basis of analyzing its causes,the author seeks strategic thinking on the integration of public resource transaction credit governance from the perspective of the Holistic Governance Theory,and draws the following suggestions: First,establish a vertical integration mechanism at all levels: unify relevant regulations and standards,build and integrate actions at all levels,formulate a catalogue of dishonest behaviors in transactions to standardize governance behavior at all levels;second,establish a horizontal-to-edge coordination mechanism for functional departments: establish departmental interests Coordination mechanism,deepening the joint disciplinary mechanism for departmental credit,and building a "seamless" credit governance process in the field of public resource transactions;third,establish a public-private trust mechanism that mutually agrees: clarify the division of public and private functions,and shift from "management" to "governance";Fourth,continue to deepen the credit information sharing mechanism of the public resource trading platform,and build an overall credit governance network with the public resource trading center as the core.In order to resolve the fragmented dilemma of credit governance of public resource transactions in my country,and realize the transformation from the advantages of the public resource transaction system to governance efficiency.
