Study On The Supervision Of Public Resource Transaction In Quan Zhou

Public resource transactions refer to the process in which the public sector allocates its resources in a freely competitive manner.In recent years,the Chinese government has gradually put the market's allocation of resources to a key position.Responsive regulatory theory arises from the evolution caused by deregulation advocated by western neo-liberals and enhanced regulation advocated by the government,providing a direction for NGOs to participate in regulation.This paper takes Quanzhou's engineering public resource transaction supervision as the research object,constructs a responsive supervision theoretical model,and uses the literature research method,case analysis method,and interview method to study the Quanzhou public resource transaction supervision.Quanzhou's public resource transaction supervision model not only retains the supervision responsibilities of administrative departments in various industries,but also establishes a management model of a comprehensive coordination agency “leadership group + public resource transaction supervision office + public resource transaction center”.There are flaws in the construction of public resource transaction supervision subjects in Quanzhou,and it is difficult for NGOs to participate in supervision and extensive regulatory strategies.The causes for these flaws are weak regulatory construction,imperfect regulatory mechanisms,and no diversified regulatory strategies for different regulatory objects.Based on the experience of Guangzhou's public resource transaction supervision and combining with the responsive regulatory theory,this paper finally puts forward suggestions for the optimization of public resource transaction supervision in Quanzhou.The construction of Quanzhou's public resource trading center should be strengthened,all regulatory entities should cooperate in governance,cultivate the supervision force of non-governmental organizations,strengthen the disclosure of information in the supervision process,strengthen the construction of credit information,improve the supervision mechanism after the event,and increase the positive incentives for the supervision objects Adopt differentiated supervision strategies for different supervision objects,and open up communication channels between supervision departments and supervision objects.
