Research On County Business Environment Optimization Path

With the rapid development of the new economic normal in recent years,countries continue to seek competitive advantages in the international market competition,the current situation of the global economic soft power competition,ultimately is the business environment,which makes the construction of the business environment has gradually been attached importance.As China has gradually paid more attention to the business environment in recent years,the construction of the business environment has received more and more attention.Nevertheless,due to the current uneven level of economic development in China,the business environment in developed regions has achieved remarkable results,while the development of the business environment in less developed regions is not as satisfactory,especially the construction of the business environment at the grassroots level still needs to be improved.As the cornerstone of national economy,county economy plays an important role in supporting social development.County stability,the overall situation is stable,county active,county prosperity,so good business environment is to promote the county economy to achieve leapfrog development "core power." It is a major measure to optimize the business environment in the county,which is an important measure to promote the combination of efficient market and productive government,and is of great significance to promote the county’s economic development,achieve high-quality development and break new ground.In this paper,we sort out the theories,concepts and evaluation index systems on business environment at home and abroad,make a systematic summary,and construct a county business environment evaluation index system suitable for China’s national conditions,and evaluate the business environment of relevant regions based on this index system.Meanwhile,using the government function theory,collaborative governance theory,service-oriented government theory,taking R city as an example,using access to information,comprehensive analysis of R city business environment.Through the questionnaire survey,the satisfaction degree of business environment in R city is investigated,and five main problems of business environment in R city are found out: the relevant policies for benefiting enterprises need to be improved,the digital governance lags behind,the market supervision system is not fully implemented,the proportion of professional talent resources is unbalanced,and the participation of social forces is low.Then it analyzes the main measures to optimize the business environment construction in Nanchang County,Xiangshan County and Kunshan City,and extracts the experience that can be used for reference for the development of the business environment in the counties.
