The Formation Mechanism Of Policy Punctuated: Combination Paths And Coupling Mechanisms

Since the birth of policy sciences in the 1950 s,the process of policy changes has always been the focus of the attention of policy science researchers.The process of policy change not only has a gradual change model,but also includes non-linear changes with Policy punctuated as the core.In fact,the existing non-linear change research is decentralized in different cases of case studies,and the theoretical interpretation of systematic non-linear policy changes is indispensable in building a theoretical model of localization policy changes.As a typical type of policy change in non-linear models,policy punctuated has become the best choice for our system to study non-linear changes.So,which combination of influencing factors seduces policy punctuated? What mechanisms do these combinations play a role?Based on the theoretical basis of determining the policy punctuated measurement standards,this article distinguishes the influencing factors of the three classic policy changes.Under the circumstances of fully considering the background differences of the system,draw on the analysis framework of the theory of Western policy changes,and combine the results of the predecessors to build a theoretical analysis framework for Chinese policy changes under the dimension of the "policy attribute-institutional background-active interaction" dimension.Based on the blurring setting analysis of 35 local typical cases,the three-policy punctuated combination path is refined: "Promoting-Response" under the leadership of the central government,"innovation-absorption" and public non-institutional feedback "Focus-response.Introduce the perspective of attention configuration to find the deep causality logic of policy punctuated,and find that the three paths are coupled with the central government’s attention configuration under the single system,which has induced intermittent changes in Chinese policies.The decision maker promotes the increasingly complex problem information in the real situation of the central government’s attention to the reality situation.The significant innovative measures of local government performance attract the attention of the central government.External pressure breaks the decision-making barriers and causes the central government to be instantaneous.Different parties participating policies are interrupted under the configuration of force differentiation.
