| Street-stall economy is an irreplaceable part of urban residents’ life and brings opportunities and convenience to urban life.Policies related to the Street-stall economy have often drawn wide attention,especially after the COVID-19 outbreak,which has become a hot topic.Since the founding of the People’s Republic of China,the policy of the Street-stall economy has undergone many adjustments and changes,and has gone through the stages of being unrecognized,recognized,explored,restrictedly developed,encouragingly developed and so on.Based on the Punctuated Equilibrium theory,this paper studies the process of change of the China’s Street-stall economy policy.The paper will continuously combine the Punctuated Equilibrium theory with the Street-stall economy policy,aiming to put forward the "attention configuration—tool selection" explanation framework to card and research the historical data,the policy text,and the academic literature.This paper also catalog the relevant policy text,and through the catalogue results,the changing tracks and characteristics of the Street-stall economy policy were analyzed.By the analysis,we can see that the Street-stall economy policy in the process of the change exists the phenomenon of long-term policy equilibrium and short-term policy mutation.This phenomenon accords with the characteristics of the policy change rule of the Punctuated Equilibrium theory,which means that this framework is applicable to the analysis and explanation of the policy change,and embodies the change characteristics that is suitable for the policy environment in China.Social development and macro policy changes both affect policy changes,among which,the attention of the official decision-making system plays a crucial role,and the tone and degree of its attention determines the choice of policy tools,but it has different effects on different attributes of policy tools.On account of the gap between the discontinuity and balance in the process of China’s Street-stall economy policy changes and the discontinuity and balance theory applied to the political and economic environment of the United States,the original theoretical framework is not fully applicable to the policy analysis in the context of China.Therefore,this paper tries to adjust the framework of the Punctuated Equilibrium theory which is applicable to the study of the policy changes of China’s Street-stall economy,and further gives summaries and reflects on the research. |
