| Since the founding of the People’s Republic of China,the law enforcement agencies have made significant progress in their law enforcement capabilities.In order to better enhance the informationization and digitization level of the national law enforcement agencies during the law enforcement process,deepen the efforts to promote judicial and law enforcement fairness and justice,and promote the reconstruction of the evidence collection and case adjudication process at a deeper level,China’s Supreme People’s Court has proposed to comprehensively develop,construct,and support the deep application of electronic case files in the case handling process,and thereby solve the difficult problems of complex file retrieval and approval processes,long case file circulation cycles,and difficult long-term preservation.In the early stages of proposing the full electronicization of the law enforcement and case handling process,the general approach was to use traditional case files scanning or image uploading to complete the electronicization of electronic case files.However,this has led to a series of problems such as the unclear boundary between electronic case files and traditional archives,single resource types,and difficult retrieval.At the same time,as an important physical evidence in the case handling process,how to ensure the authenticity,anti-tampering,integrity,and non-repudiation of the electronic case files after electronicization has become an important research topic in the development of computers and the popularization of information technology.In response to the problems existing in traditional case handling,this paper specifically explores,elaborates,and studies the law enforcement agencies of the traffic management department.An electronic case file system based on the Spring Cloud framework architecture was developed.The system adopts the design concept of MVC,combined with popular components and mainstream development technologies such as Springboot,Nacos,Redis,my Batis,and Minio.In view of the legal evidence characteristics of electronic case files,a deep research was conducted on electronic case files and the evidence materials involved,and the digital certificate merging digital signature technology was adopted,combined with asymmetric encryption(SM2)and digest generation technology(SM3)means for research and development,which was completed in May 2022.This paper focuses on the design and implementation of electronic case files based on the research situation of electronic case files at home and abroad,and carries out the following work.Firstly,this article thoroughly studied the development status of electronic case files in China and abroad,and listed some practices in Western countries in recent years.Secondly,a detailed analysis and explanation of the national secret asymmetric encryption algorithm SM2 and the digest algorithm SM3 was conducted,and the performance differences between these two algorithms and similar algorithms were demonstrated from an experimental perspective.The study also examined and analyzed how SM2 and SM3 can ensure the probative force of electronic evidence.A brief explanation of the Spring framework technology used in the system was provided.The article further elaborated on the system requirements and division of modules according to the requirements,with a focus on addressing the authenticity,tamper-proof,integrity,and non-repudiation of electronic evidence. |
