Research On The Optimization Of Hunan Province's Big Health Industry Policy From The Perspective Of Policy Tool

With the full implementation of the Healthy China Strategy,the big health industry,as an important part of the Healthy China Strategy,has a great impact on improving the health level of the whole people.Through the comparative study of the national and Hunan health industry policies,this thesis aims to provide a decision-making reference for Hunan Province to formulate and improve the health industry policies and accelerate the development of the health industry.From the perspective of policy tools,this thesis adopts the content analysis method to explore the current situation of Hunan Province and national health industry policies in the application of policy tools,and analyzes the current objective problems of policy congestion,omission and lack to a certain extent.From the perspective of two-dimensional analysis of policy tools(divided into supply-oriented,environmental side,demand side)and policy content(divided into healthy life,health services,health security,healthy environment,health service industry,mechanism guarantee,and overall coordination),the selected policy texts are analyzed one by one.The national and Hunan province’s health industry policies are consistent in structure and content,but the focus and goals of the policies are slightly different between the two.At the national level,more attention is paid to creating a good environment suitable for the development of the health industry,and Hunan Province has formulated a series of more targeted policies according to the actual development of the province.Under the premise of appropriate control of environmental policy tools,appropriately increasing the number of use of supply-side and demand-side policy tools is conducive to the long-term development of the health industry.The use of demand-oriented policy tools should be further supplemented,the use of supply-oriented policy tools should be promoted,the allocation of environmental policy tools should be optimized,and the policy supply should be optimized for the health industry.
