Research On The Problems And Countermeasures Of Tax Credit Evaluation

Mankind has entered a risk society.Countries all over the world are in a period of large and frequent public emergencies.In the process of rapid economic development,globalization and networking,we are facing more and more risks,challenges and emergencies.Effectively responding to emergencies and maintaining social harmony and stability is not only the due meaning of the core function of public management,but also the basic responsibility of governments at all levels.The county-level government plays a unique and important role in emergency response.It not only plays the role of "defender" before the crisis,but also the "commander" and direct "participant" in the front line of crisis response,as well as the actual "executor" of policy;Facing the people’s yearning for a better life and the new situation and tasks faced by the emergency capacity-building,the progress of the emergency capacity-building of county-level governments has attracted more and more attention from the theorists and the public.This paper studies the emergency response capacity of county-level governments from the macro,meso and micro perspectives: firstly,it combs and summarizes the historical evolution and characteristics of China’s government emergency management system from the macro perspective,and points out the current situation and tasks faced by the construction of emergency response capacity of county-level governments;Secondly,it analyzes the current situation of emergency capacity-building in G County of J Province from a meso perspective;In addition,from the micro perspective,based on the case study of G County in response to African swine fever epidemic,it is found that although China’s county-level governments pay attention to the construction of emergency capacity,the level of emergency management continues to improve,and the highlights of resource allocation capacity are prominent,there are also many deficiencies in the construction of emergency capacity,including poor command and coordination,poor resource allocation,poor crisis communication,weak professional team and so on.The main reasons for these deficiencies are that the emergency concept is not implemented in place at the grass-roots level,the human capital management lags behind after the institutional reform,the human nature of the implementation of the emergency mechanism is difficult to change,and the blind introduction of high-risk chemical projects.Therefore,we need to improve from four aspects: strengthening source prevention,improving pre disaster disposal ability,relying closely on the masses,improving resource allocation ability,strengthening matchmaking,improving communication and linkage ability,strengthening training,selection and building an excellent emergency team.The research results of this paper have theoretical and practical reference value for deeply grasping the progress of county-level government emergency capacity construction and expanding the ideas of strengthening and improving county-level government emergency capacity.
