China has continuously promoted the "four comprehensive" strategic layout.The In the process of building a well-off society in an all-round way and comprehensively deepening reforms,Northwest ethnic regions will lay a good job in "preventing and resolving major risks ","precision for poverty alleviation" and "contamination and prevention of pollution" has ensured the sustained and healthy development of the economy and society.Due to the special geographical location and cultural environment of the ethnic minority areas in the northwest,the magnitude and frequency of various types of emergencies in the region have also changed.Therefore,how to effectively prevent and deal with social conflicts and public problems that are prone to occur and is a huge test of government functions is also inextricably linked with the modernization of the national governance system and governance capacity.In view of the importance,complexity and particularity of county governance in the underdeveloped ethnic minority areas in the northwest,the thesis is based on the theory of governance and crisis management theory,starting from the reality of China's emergency management construction,and drawing on the useful results at home and abroad.Through the interviews and questionnaires,the paper evaluates the emergency management ability of Zhuoni County Government,and uses scientific methods to analyze the data.The comprehensive score of the specific indicators in the evaluation system of Zhuoni County Government's emergency management capability is 61.15.Points,the evaluation results are general;finally,select representative evaluation index scores for analysis,use facts and data to speak,find out the Zhuoni County government's emergency management capabilities,relying on the Zhuoni County government and the basis,It radiates to other county-level governments in the northwestern ethnic areas,and provides corresponding countermeasures for the grassroots governments in the northwestern ethnic minority areas in terms of emergency preparedness,emergency early warning capability,emergency response capability,and emergency recovery capability.
