Research On Grid Management Of "Intelligent Grid Project" In D City

The Fourth Plenary Session of the 19th Central Committee of the CPC put forward that "social governance is an important aspect of national governance,and it must be strengthened and innovated".With the continuous deepening of the modernization of national governance and the construction of service-oriented government,social governance is gradually committed to the realization of cross-level,cross-regional,cross-system,cross-department and cross-business collaborative governance,emphasizing the positive interaction between multiple subjects,and generally starting to establish a grid social governance system across the country.In 2016,in order to implement the requirements of the central government and the province on strengthening and innovating social governance,promote the refinement of social governance,and solve the existing problem of decentralized governance power,D city began to implement the "Intelligent Grid Project"."Intelligent Grid Project" is a kind of urban grid management mode to promote social governance innovation.With the help of information platform,it divides the city into several basic grids according to unified standards and principles,effectively integrates public service management resources,forms a "five-step closed-loop" work flow,and improves the basic level’s ability of fine governance and precise handling of risks.This paper takes the "smart Grid project" in D City as the research object,starting from the current situation of urban grid governance,referring to the theory of fine management and collaborative governance,combined with the actual operation situation of the "smart grid project",through literature research method,questionnaire survey method,comparative analysis method and in-depth interview method,From the aspects of working mechanism,technical support,team quality and participants,this paper analyzes the problems existing in the operation of "smart network project" in D City,including low social recognition of grid members,insufficient technical support of smart network system,unscientific supervision and assessment mechanism,low efficiency in dealing with problems and hidden dangers,and lack of in-depth participation of multiple subjects in governance.This paper believes that the causes of the above problems include: first,the positioning of the "smart network project" is not clear,second,there are loopholes in the supervision mechanism,third,the information intelligence foresight is not strong,fourth,the lack of social propaganda.Based on the experience and practice of grid management in Beijing,Guangzhou,Shenzhen and other cities,this paper proposes optimization from the following aspects to actively explore a better urban social governance model: first,to clarify the boundary between powers and responsibilities and optimize the collaborative working mechanism;Second,improve the quality of the team,improve the team incentive and punishment mechanism;Third,strengthen information technology support,promote resource integration and sharing;Fourth,we will do a good job of publicity and guidance for the masses and expand channels for collaborative governance among the main bodies.
