Resrarch On The Smart Grid Engineering Of Liaobu Dongguanto Promote Grid Governance

The Third Plenary Session of the Eighteenth Central Committee of the CPC proposed to innovate social governance,improve the level of social governance,and improve the way of social governance.The Nineteenth National Congress proposed that we should strengthen and innovate social governance,raise the level of socialization,legalization,intellectualization and specialization of social governance,and create a pattern of social governance with common governance and sharing.In order to adapt to the changes of social development in China,complete the basic social governance system and enhance the level of social governance,large and medium-sized cities such as Beijing,Shanghai,Zhejiang,Xi’an,Guangzhou and Shenzhen have explored grid governance in social service management,highlighting the informatization of governance means,scientific workflow,fine service management and governance.The main body is pluralistic.Grid governance is one of the effective exploration of social governance innovation.It has realized the transformation from government control to service-oriented governance concept,from maintaining social stability to providing better public services,from one-way to one-way to co-governance,from maintaining stable platform to resources.The governance function of the shared platform has changed from fragmentation management to normalization and omni-directional management.In 2013,the Third Plenary Session of the Eighteenth CPC Central Committee "Decision of the CPC Central Committee on Several Major Issues Concerning the Comprehensive Deepening of Reform" put forward the requirement of "Taking Grid Management and Social Service as the Direction,Perfecting the Integrated Service Management Platform at the Grass-roots Level".For the first time,Grid Management was written into the Party’s documents,which marked that Grid Management Local innovation and exploration turn to the central government’s general requirements for local social governance.By the end of 2016,grid management has covered more than half of the Prefectural Administrative System of 31 provinces,municipalities and autonomous regions in China.Dongguan is one of the five prefecture-level cities without counties in China.It implements a flat administrative system under the direct control of the town,giving the town(street)greater autonomous development rights.Since March 2015,Dongguan Laobu Town has carried out the "Smart Grid Engineering" of social governance,which is actually one year earlier than the comprehensive implementation of social governance at the city level in Dongguan.Laobu Town to carry out the "Smart Grid Engineering" method and workflow is not entirely consistent with the city,there are bold innovations,through the self-built information system to achieve digital,information management;through the "carpet" collection of basic data to create a database that can be shared by all units(departments);through the "five-step closure" Ring standardizes the work flow of urban event discovery and disposal,implements flat dispatch to improve work efficiency,and realizes the "co-governance and co-construction" of the masses through the "I want to report" column of the public signal of Wechat.The construction project of social service management information platform in Laobu Town won the Excellent Project Award of China Geographic Information Industry in 2018.Over the past three years,the "Smart Grid Engineering" in Laobu Town has achieved remarkable results in terms of information function,efficiency function,democratic function and economic function,but there are still some problems.Laobu Town can support the implementation of "Smart Grid Engineering" economically and actively,but at the same time,there are some problems,such as insufficient information,inefficient disposal of qualified departments,imperfect livelihood service system,and repeated investment of some resources.Laobu Town can support the implementation of "Intelligent Network Project" in economy and action,but the problems encountered involve the level of knowledge,system and technology,which can not be solved only at the level of town.The author suggests that the next development of "Intelligent Network Project" in Liaobu Town needs to strengthen understanding and make a clear definition of grid governance;strengthen organizational leadership and work mechanism;increase investment and use intelligent technology to mine data benefits;and build a multi-governance system to improve people’s livelihood service level.
