Research On The Reform Of Power Expansion And Strengthening Counties In Hubei Province From The Perspective Of Intergovernmental Relations

The reform of expanding power to strengthen counties means that by expanding the economic and social management authority of county-level governments,some matters previously managed by provinces and municipality are delegated to lower levels so as to improve the autonomy of county development and promote the economic development of counties.From "strengthening counties to expand the power" to "expanding the power for strengthening counties",what is presented is the process from the pilot to the comprehensive expansion of power.In essence,they are the adjustment of the internal relations between provincial,municipal and county governments,such as interests,powers and supervision,which is the active adjustment of the superstructure to adapt to the current situation of county economic development.Hubei Province began to carry out the reform of expanding power for strengthening counties in 2003,which has gone through a reform process of about 20 years.According to the evaluation results of the basic competitiveness of national county economy released by the National Bureau of Statistics over the years,Hubei county economy has developed rapidly and the reform of expanding power for strengthening counties has achieved certain results on the whole.However,compared with Zhejiang Province and Anhui Province,which have been more successful in reform,Hubei county development autonomy is not enough,county economic growth vitality needs to be released.Under the new economic development situation and background,the reform of expanding power for strengthening counties in Hubei Province is facing new problems.Therefore,based on the theory of intergovernmental relations and the theory of administrative decentralization,this paper starts from the perspective of intergovernmental relations,and discusses the reform of expanding power for strengthening counties from the aspects of interest relations,power relations,financial relations and administrative supervision relations,and analyzes the reasons.Based on the experience of the reform of expanding power for strengthening counties in Anhui Province and Zhejiang Province,this paper puts forward some suggestions,such as establishing intergovernmental interest coordination mechanism,further straightening out the power relationship between provincial and county governments,enhancing the financial power of county-level governments for strengthening the supervision of counties expanding power,so as to better promote the implementation of the reform policy of expanding power for strengthening counties in Hubei Province and achieve the expected effect of reform.Stimulate the vitality of county economy,and clear the overall direction of county reform.This paper is divided into eight parts:The first part is the introduction.By combing the existing domestic and foreign literature related to the reform of expanding the power for strengthening counties,this paper explains the theoretical and practical significance of the research on the reform in Hubei Province,and puts forward the research purpose and the main problems to be solved,and introduces the research methods and technical routes of this paper.The second part mainly introduces the basic theory of expanding power for strengthening county reform research,and introduces the relevant reform practice,and focuses on explaining the basic concept and theory of intergovernmental relations.The third part is the review and summary of the reform process and effect of expanding power for strengthening counties in Hubei Province.Mainly from the administrative efficiency,the development of county economy and the function transformation of county government three aspects are summarized.The fourth part starts from the inter-governmental relationship of interest,power,finance and supervision,and points out the existing problems in the reform based on the actual obstruction of the reform of expanding power for strengthening counties in Hubei Province.The fifth part,based on the problems facing the reform of expanding power for strengthening counties in Hubei Province,analyzes and explains the causes of these problems from the aspects of interest coordination mechanism,power relationship,financial system and administrative supervision.The sixth part,through the analysis of Anhui Province and Zhejiang Province’s reform of expanding power for strengthening county,summarizes its typical practices,and draws the experience enlightenment to Hubei Province’s reform of expanding power for strengthening county.The seventh part discusses the path selection of expanding power for strengthening county reform in Hubei Province from the perspective of intergovernmental relations,including the establishment of intergovernmental interest coordination mechanism,further rationalizing the power relationship between provincial and county governments,strengthening the financial strength of county governments for strengthening the supervision of counties and so on.The eighth part is the conclusion,which mainly summarizes the experience,problems and solutions of the reform of expanding power for strengthening counties in Hubei Province,and looks forward to the overall direction of the reform.
