Studies On The Issues And Countermeasures Of "Province Governing County" System Reform In China

There have emerged many drawbacks ever since the’municipally affiliated county’ system was implemented in1983. Accordingly, the academic circle has further proposed some reform plans, among which the "province governing county" system reform plays a dominant part.This dissertation tries to make a synthetic research into the ’province governing county’s system reform from the standpoint of administrative management. Based on making clear the evolutionary process, implementing effect, and existing abuses, the author discusses the necessity of the’province governing county’ system reform, analyzes the achievement as well as extrusive issues and their causes, and puts forward some countermeasures to advance the ’province governing county’ system reform. The dissertation considers that the’province governing county’ system reform might augment the games among local governments, and lead to the county conflicts. Therefore, we should fully understand the difficulty and systematicness of such a reform, and actively advance the system innovation.The research to the ’province governing county’ system reform is of great theoretical value to enrich China’s administrative organization theory and governance theory. And it is also important to guide practical activities of the "province governing county" system reform.
