| In recent years,along with the rapid transformation of China’s economy and society,the grassroots government,which is at the lowest level of the country’s "pyramid of power"regime structure,has seen its powers shrink while its responsibilities expand,leaving it overwhelmed and overwhelmed by the demands of its superiors and the needs of the people.The central government has established 2019 as the "Year of Reducing the Burden of the Grassroots",and all regions and departments across the country are making hard and practical efforts to reduce the burden of the grassroots.However,a field survey of Y Street in the central city of a sub-provincial city found that the actual implementation of the grassroots load-reduction policy in Y Street has been greatly reduced,and street workers generally have a low sense of satisfaction with the grassroots load-reduction,and the burden of the grassroots is getting heavier and heavier.The current mainstream view in the academic and media sectors blames formalism and other conceptual factors for the ineffective implementation of grassroots burden reduction,but this paper argues that the failure of grassroots burden reduction in Y street in the central city of a sub-provincial city is the highlight and mapping of the pressure-based system in the contemporary political system.Through the results of a questionnaire survey and interviews with the staff of Y Street,combined with the author’s daily observations and records,the article presents the reality of Y Street’s work in recent years and the dynamic process from the implementation to the gradual failure of the grassroots load-shedding policy in Y Street.The thesis mentions that under the combination of load-reduction policies,the effect of load reduction in Y Street is still not obvious,and there are still problems such as load reduction without pressure reduction,too much work for too few people and transfer of departmental responsibilities.The reason for the failure to reduce the burden of the grassroots is that the grassroots are not only under pressure from higher departments,units at the same level and the community,but also because the government’s functions have not been transformed so that the grassroots have taken on work that should not be managed,while their own construction also has certain shortcomings.Through an in-depth analysis of the failure of the grassroots in Y Street,the thesis provides a realistic and operational approach to grassroots burden reduction by breaking the high-pressure environment of the pressure-based system,further strengthening the construction of a grassroots talent team,guiding multiple subjects to participate in social governance,and continuing to deepen the transformation of government functions,with a view to relieving the burden and pressure on the grassroots,so that the grassroots can be truly untied. |
