Research On The Role Of Prosecutorial Organs In County Social Governance

The report of the 19 th National Congress of the Communist Party of China pointed out that it is necessary to create a social governance pattern of joint construction,governance,and sharing.It can be seen that social governance will inevitably become an important guarantee and content of China’s political and social stability.The procuratorate is a specialized legal supervision organ in the social governance system,shouldering the mediation of various contradictions in China’s social governance,emergency handling of emergencies,social legal supervision responsibilities,and legal assistance.The full play of the functions of the procuratorate has also achieved good social results.The grassroots procuratorial organs,relying on the advantages of close foundation with the masses,play a more obvious role and advantages in social governance,especially in county social governance.Taking the People’s Procuratorate of Y District as an example,based on public governance theory,new public service theory,and collaborative governance theory,this article uses case analysis,questionnaire survey,interview,and other methods to conduct in-depth analysis and research on how procuratorial organs can better play a role in county social governance through fuzzy comprehensive evaluation method.The research results show that the role and effectiveness of the Y District Procuratorate in participating in the process of county social governance are high,and the effectiveness is also recognized by the general public.However,the problems that exist in the participation of the Y District Procuratorate in the process of county governance are also relatively prominent.Based on the questionnaire survey and interview results,the article finds that the main problems are: the lack of control of social contradictions,the need to improve the ability to collect information on emergencies,the lack of applicability of legal supervision tools,and the inadequate legal aid system.Aiming at the existing problems,the article combines relevant theoretical knowledge and proposes targeted countermeasures to improve grassroots procuratorial organs’ participation in county social governance.Social governance has always been an important content of China’s socialist construction,as well as an important guarantee for the development of China’s economic construction and the rights and interests of the general public.Prosecutors have played a positive role in the development of the social governance system.This article aims to provide theoretical and practical guidance for the role of the Y District Procuratorate in participating in county social governance,and provide some reference for the improvement of the effectiveness of procuratorial organs in other regions in social governance.
