Research On The Construction Of Reserve Cadres In Villages Under The Rural Revitalization Perspective

The 19 th CPC National Congress proposed the implementation of the Rural Revitalization Strategy.So far,China’s "three rural" work has entered a new stage.Talent is the first priority of development.In order to successfully implement the Rural Revitalization Strategy,we need to pay attention to the team construction of village reserve cadres,the most grass-roots executive.Only by strengthening the foundation of "human resources",can we ensure the close relationship between the party and the people,mobilize the enthusiasm and initiative of the people to participate in the Rural Revitalization Strategy,and ensure the implementation process and effect of the Rural Revitalization Strategy.Based on the background of Rural Revitalization Strategy,the research on the construction of village reserve cadres is mainly divided into four parts.Firstly,it briefly describes the research background and significance of the construction of village reserve cadres under the background of rural strategy,analyzes the relevant research results at home and abroad,and points out that this paper uses the methods of literature research,field investigation and integrating theory with practice.Then,it defines the concepts of rural revitalization,reserve cadres,village reserve cadres and village reserve cadre team construction,focuses on human capital theory,new public service theory,incentive theory and ERG theory,and points out the importance of village reserve cadre team construction in the context of Rural Revitalization in full swing throughout the country.The third and fourth parts are the core and focus of this paper.Luotang street has always attached great importance to the construction of village reserve cadres and made a lot of efforts.It is reflected in the personnel structure,comprehensive quality and quantity of reserve cadres,but there are still many common and individual problems.Based on the actual analysis of Luotang street and the excellent experience at home and abroad,this paper puts forward countermeasures and suggestions from four aspects.
