Research On The Construction Of Rural Cadres In The Context Of The Strategy Of Rural Revitalization

The 19 th CPC National Congress emphasized that the issues of agricultural and rural farmers is the fundamental to the national economy and the people's livelihood,and proposed to implement the strategy of Rural Revitalization.The proposed rural revitalization strategy pointed out a new direction for the work on the agriculture,rural areas,and rural residents,and brought unprecedented opportunities for the rural area,constituting a milestone in the history of China's agricultural development.As the most direct participants in the rural revitalization,the rural basic level cadres are playing the key and unique role both in the rural governance.They are not only a tie between the Party,the government with the farmers,but also the "leader" in the villagers' autonomy.We can say that the ability literacy of rural basic level cadres plays an important role in promoting agricultural development,rural prosperity,and farmers' living standards.Therefore,the team building of rural basic level cadres has an important impact on the rural reconstruction,the Rural Revitalization Strategy,the stability of rural society for building a well-off society in an all-round way.As the backbone of promoting the overall development of rural areas,the rural basic level cadres should constantly improve their own ability and strengthen self-construction to cope with the new problems in the implementation of the Rural Revitalization strategy and effectively promote the implementation of the strategy.Therefore,the research on the team building of rural basic level cadres under the background of Rural Revitalization strategy can solve the new problems in the process of rural construction,which has important theoretical and practical significance.Combined with the relationship between rural construction and rural basic level cadres in the context of the current Rural Revitalization strategy,this paper analyzes the comprehensive capacity requirements of rural basic level cadres in the context of the implementation of the strategy,and proposes that the team building of rural basic level cadres should be optimized to meet the development needs of the times.This paper,taking J town as an example,sets the rural basic level cadres of J town who directly undertake various tasks at the village level asthe research object.By carding the relevant literature at home and abroad which lays a theoretical foundation for the writing of the paper,and by deeply understanding the performance and problems of the current J town rural basic level cadres in the implementation of the village revitalization strategy through the interview of some rural basic level cadres and township cadres,this paper has improved the practical basis for the team building of rural basic level cadres.Besides,this paper analyzes the effect of rural revitalization construction and the current situation of rural basic level cadre team building in J town by using cases.It is found that there are still some problems in the team building of rural basic level cadres in J Town,such as unreasonable structure of rural basic level cadres,insufficient comprehensive ability of cadres,and issues of four forms of decadence.Further analysis of the current problems in the team building shows that problems in the current selection and employment mechanism for rural basic level cadres,that is low salary system for the cadres and high work pressure leading to the lack of attraction of village cadres;some cadres lack the consciousness to serving the people;no strong supervision and good assessment mechanism to standardize the behaviors of rural cadres.In view of the above reasons,this paper puts forward some countermeasures and suggestions to optimize the team building of rural basic level cadres based on how to optimize the structure of rural basic level cadres to make up for the loopholes in the selection of rural basic level cadres,strengthen the training mechanism of rural basic level cadres,and build an effective mechanism of encouragement,supervision and assessment by combining with the new requirements of the Rural Revitalization strategy for the rural basic level cadres and the relevant issues in daily work with the relevant theories including social governance and incentive theory.By the above study,this paper aims to achieve the goal of improving the structure of the cadre team,increasing the comprehensive ability of the cadres,stimulating the working power,changing the bad styles of work,providing personnel guarantee for the smooth implementation of the Rural Revitalization strategy,and promoting the rural reconstruction.
