The Central Business District Of Guangzhou City From The Perspective Of Multi-subject Collaboration Study On The Path Of Social Governance Optimization

In the context of the national 13 th Five-Year Plan in the new era to establish a social governance pattern of co-construction and sharing,the social governance of China’s Central Business District,represented by Guangzhou Central Business District,is mainly promoted by local governments.Gradually promote the planning and construction and industrial development of the CENTRAL business district through systematic planning and construction schemes and a whole set of investment attraction plans.This situation makes the social governance of the CENTRAL business district more dependent on the planning guidance and regional governance of the local city government rather than market orientation.Thus directly forming the reality that the five aspects of planning and construction,industrial development,management service,social service,and brand building cannot develop orderly at the same time.In terms of the current economic development situation in China,second-tier cities generally need to build a central business district.The central business district(CBD)of the social governance model also continues to use the native system of governance,primarily due to the business district of the particularity of social and economic status.At the beginning of the business district development,the old social governance model must have continuous inadaptability.The social governance subject of the original system cannot meet the governance needs of the central business district.By exploring the situation of social governance in the central business District of Guangzhou City,this paper summarizes the problems existing in the governance of the central business district of Guangzhou city,such as unbalanced development of multiple subjects,poor coordination of multiple subjects,diversified demands of interest groups,ineffective governance,insufficient internal power and so on,and analyzes the causes.In view of the significance of the social governance of the central business district of Guangzhou to the development of the governance field of Guangzhou urban area,this paper analyzes from the perspective of multi-subject collaborative governance.From stimulating the vitality of multiple governance subjects,promoting the innovation of the governance structure network,accelerating the building of collaborative governance platform,improving the governance system,increasing policy support,and increasing resources integration,this paper puts forward the way to optimize the multi-subject coordination of social governance in the central commercial district of Guangzhou City,and also provides some reference opinions for the development path of the central commercial district governance in our country.
